10 Summary of the finding of the thesis: On the basis of research, finding out the objective requirements to enhance the training and fostering political theory basis for staff, the author has the right orientation and basis in research to find out the leadership of the Party Committee of Phu Tho province for fostering political theory for local officials. In addition, the thesis had systematically presented and clarified guidelines and policies of the Party Committee of Phu Tho for training and fostering of political theory for local staff from 1997 to 2010.
