The thesis is designed with 3 chapters to build a policy to attract R&D human resources for the Vietnam Academy of Science and Technology through the application of social mobility theory.

Through clarifying basic concepts and relationships such as: R&D human resources, human resources policy, R&D human resources attraction policy, social mobility theory, and applying social mobility theory in human resources policy... the thesis has built a scientific theoretical framework on applying social mobility theory in designing R&D human resources attraction policy for research institutes.

From the current status of the policy to attract R&D human resources and the current status of S&T human resources of the Vietnam Academy of Science and Technology, the author analyzes and clarifies the current status of the attraction policy, as well as the causes leading to the limitations in attracting R&D human resources here, including: lack of institutions that provide worthy rewards for the scientific contributions of R&D human resources, lack of satisfactory forms to encourage the mobility of R&D human resources, and lack of "scientific attraction" as a national S&T center.

From the approach of social mobility theory, the thesis proposes a policy to attract R&D human resources for the Vietnam Academy of Science and Technology focusing on the philosophy of facilitating the circulation of brainpower between science and technology organizations instead of the idea of ​​​​reserving brainpower or preventing brain drain. Specific policy solutions will focus on the following contents: Promoting programs to connect research institutes and enterprises in promoting R&D human resources, hiring experts outside VAST to participate in long-term research activities, reconnecting R&D human resources who have moved to other S&T organizations, preferential recruitment according to S&T tasks based on the R&D human resources information network, academy scholarships and establishing "attractive poles" of scientific culture for the Vietnam Academy of Science and Technology.

12. Practical applicability: The thesis serves as a reference for students and graduate students related to the major of Science and Technology Management. At the same time, the research results of the thesis can be considered for application and implementation in the management of science and technology human resources at the Vietnam Academy of Science and Technology.
