11. Summary of the thesis results:
This thesis is structured into three chapters, aiming to develop a policy for attracting R&D personnel to the Vietnam Academy of Science and Technology through the application of social mobility theory.
By clarifying fundamental concepts and relationships such as: R&D human resources, human resource policy, R&D talent attraction policy, social mobility theory, and the application of social mobility theory in human resource policy… this thesis has built a scientific theoretical framework for applying social mobility theory in designing R&D talent attraction policies for research institutes.
Based on the current state of R&D talent attraction policies and the current state of science and technology human resources at the Vietnam Academy of Science and Technology, the author analyzes and clarifies the current state of attraction policies, as well as the causes leading to limitations in attracting R&D talent, including: a lack of institutions that provide adequate rewards for the scientific contributions of R&D personnel, a lack of appropriate forms of encouragement for the mobility of R&D personnel, and a lack of "scientific appeal" in its role as a national science and technology center.
From a social mobility theory perspective, this thesis proposes a policy to attract R&D human resources to the Vietnam Academy of Science and Technology (VAST), focusing on the philosophy of facilitating the circulation of intellectual capital between science and technology organizations, rather than the idea of preserving or preventing brain drain. Specific policy solutions will focus on the following: promoting programs that connect research institutes and businesses in fostering R&D human resources; hiring external experts from VAST to participate in long-term research activities; reconnecting R&D human resources who have migrated to other science and technology organizations; offering incentives for recruitment based on R&D tasks using the R&D human resource information network; providing scholarships from the academy; and establishing cultural "attraction points" for science within the Vietnam Academy of Science and Technology.
12. Practical applications: This thesis serves as a reference for undergraduate and postgraduate students related to the field of Science and Technology Management. Furthermore, the research findings of this thesis can be considered for application and implementation in the management of science and technology human resources at the Vietnam Academy of Science and Technology.

The thesis is prepared with 3 chapters to build policies to attract R&D human resources at Vietnam Academy of Science and Technology through the application of social mobility theory.
Through clarifying concepts and basic relationships such as R&D human resources, human resources policies, R&D human resources policy, social mobility theory, and application of social mobility theory in human resources policy ... the thesis has developed a scientific theoretical framework on the application of social mobility theory in the design of policies to attract R&D human resources of the Academy.
From the reality of R&D human resource policies and S&T human resources of Vietnam Academy of Science and Technology, the author analyzes and clarifies the current situation as well as the reasons for the limitations in attracting R&D human resources, including: the lack of appropriate methods for institutions that give rewards for scientific contributions of R&D human resources, the lack of incentives for mobility of R&D human resources, and the lack of "scientific attraction" as a role of a national S&T Center.
From the approach of social mobility theory, the thesis proposes policies to attract R&D human resources to the Vietnam Academy of Science and Technology, focusing on the philosophy of facilitating the circulation of gray matter among public science and technology instead of the idea of gray matter preservation or anti-brain drain. Specific policy solutions will focus on the following details: developing joint programs between research institutes and businesses in promoting R&D human resources mobility, hiring experts outside VAST to participate in long-term research and training activities, reconnecting R&D human resources who have transferred to other S&T, offer organizations preferential recruitment under S&T tasks based on R&D human resources information network scholarship of the Academy, and establish "attention" about scientific culture for Vietnam Academy of Science and Technology.
