10. Summary of the thesis results:

Labor export has been and continues to be a significant activity contributing to job creation, unemployment reduction, poverty alleviation, and increased revenue for the Lao State budget. However, for labor export to be truly effective and strategically sustainable in the long term, attention must be paid to creating jobs for migrant workers whose contracts have expired and who are returning home.

The Lao People's Democratic Republic is characterized by its abundant and young workforce. This is a strength in socio-economic development. Therefore, addressing employment issues and ensuring job stability for workers in general, and for returning migrant workers in particular, is always one of the solutions to social development problems and a guiding indicator for socio-economic development set by the Party and the State.

Employment is always a matter of general concern for society as a whole, as it directly impacts the lives of workers in general. This is especially true for those returning from working abroad, who face many difficulties in finding jobs domestically. They lack information about the domestic labor market and have limited access to job information. The jobs and professions they worked in abroad may not be suitable for them, or there may be no demand from domestic businesses. Therefore, workers will find it difficult to find suitable employment, or find unstable jobs, and may even face the risk of unemployment. Consequently, businesses will waste high-quality human resources and fail to fully utilize their potential.

In addition, practical solutions are needed to create jobs for returning migrant workers in Vientiane, such as vocational training policies, preferential recruitment policies, and policies to support business development.

In general, those who go abroad for work are people who are bold in seeking job opportunities and have a strong will to succeed. After working overseas, they have accumulated valuable skills to varying degrees. However, the educational level of the majority of workers is low, with only a small percentage having received vocational training. Orientation education is a crucial step before sending workers abroad, yet many labor export companies overlook it.

Currently, Laos lacks specific policies for reintegrating returning workers into society, enabling them to utilize the skills and experience they acquired abroad, as well as policies to leverage their accumulated capital for investment in production and business.

11.Summary of the findings of the thesis:

Labor export has been operating a significant contribution in the work of creating jobs for workers, reducing unemployment, poverty, increasing revenues for the Lao government's budgets. However, in order to have a long-term strategic interest of effective export of labor, it needs to consider the problem of creating jobs for expired contracts of labor export when they return to home country.

Laos is a country which has a large number of younger workforces; especially they are significant workforces that can contribute to socio-economic development. Therefore, in general, helping and supporting such workforces to have permanent jobs is important, particularly workforces who come back from oversea because this has always been considered to be one of best solutions to the problems of social development and this is also an indicator of economic development - society as indicated by Lao government.

Employment has always been a concern of the whole society, because it has a direct impact on the lives of people in general. Especially for workforces who come back from oversea, they will face many difficulties in the process of finding employment in the country such as hardly identify sources of information on the domestic labor market, employment information is limited. The jobs and careers that they did in oversea do not match skills and sometimes domestic enterprises do not use their. Thus, they will be difficult to find suitable jobs or finding jobs are not stable. As a result, they will face the risk of unemployment. From other perspectives, enterprises will waste a high-quality of workforces and thoroughly waste advantage of human resources.

Hence, it needs to have practical solutions in order to create jobs for the workers who come back to home country – Vientiane such as vocational training policy, the priority policy in recruitment, policies support business development

Overall, workforces that seek new employment opportunities to go to work in oversea are significantly increasing. During working abroad, they will gain more or less their accumulated valuable skills. However, the level of education of the majority of labor is low, only a small percentage of workers were trained. Thus, the vocational education is one of the critical stages before sending these laborers to work overseas but labor export enterprises have ignored the training program me for them.

Currently, Laos has no specific policy for employees reintegration when they return to use the skills and experience they have been trained in foreign countries as well as take advantage of the capital they accumulated to top for production and business investment.
