Chapter 1. The author has systematized theoretical issues related to electronic documents, electronic texts, electronic records, electronic record creation such as concepts, explanation of terms, requirements, characteristics; process and method of creating electronic records; responsibility for creating electronic records. At the same time, the functions, tasks, powers and organizational structure of the Ethnic Committee are outlined.
Chapter 2. The author delves into the current situation of electronic filing, analyzes and finds out the causes of limitations in the work of electronic filing at the Ethnic Committee.
Chapter 3. The author proposes to develop and organize the implementation of procedures and methods for creating electronic records so that the work of creating electronic records at the Ethnic Committee can be carried out effectively, overcoming the limitations.

The research results of the thesis are useful reference documents, helping agencies, units, especially state administrative agencies at the ministerial level, interested in the issue of electronic records creation.
