The thesis consists of 3 chapters with the following basic contents:

Chapter 1. The author systematically reviews the theoretical issues related to electronic documents, electronic texts, electronic files, and electronic file creation, including concepts, definitions of terms, requirements, characteristics; processes and methods of electronic file creation; and responsibilities for creating electronic files. Simultaneously, the chapter outlines the functions, tasks, powers, and organizational structure of the Committee for Ethnic Minorities Affairs.

Chapter 2. The author delves into the current state of electronic record keeping, analyzing and identifying the reasons for the limitations in electronic record keeping at the Committee for Ethnic Minorities Affairs.

Chapter 3. The author proposes the development and implementation of a process and method for creating electronic records to ensure the effective implementation of electronic record-keeping at the Committee for Ethnic Minorities Affairs, overcoming existing limitations.

The research findings of this thesis serve as a useful reference, assisting agencies and units, especially ministerial-level state administrative agencies, in addressing the issue of electronic record keeping.

At the same time, general functions, tasks, powers and organizational structure of the Committee for Ethnic Minorities are implemented.

Chapter 2. The author goes deeply into the situation ofestablishing electronic records, analyze and find its limited causes withopenelectronic records at the Committee for Ethnic Minorities.

Chapter 3. The author proposes to build and organize the implementation of process and methods ofopenelectronic records so that its work at the Committee Ethnic Minorities wil be implemented and the limitations are overcome.
