One of the accurate measures of the scientific value of scientific research works is the publication of research results in prestigious national and international scientific journals, especially in journals recognized by ISI (Institute for Scientific Information). However, the list of selected ISI journals may not be completely fair. The detailed assessment of ISI's scientific value through the citation index (Impact Factor - IF) has also been criticized. Therefore, the author proposes a new criterion to evaluate the effectiveness of R&D activities through patent information.

10. Abstract:

One of the accurate measure on evaluating the assets of scientific research is research findings which published in the prestigious scientific international journals or in the sound scientific magazines in the country, particularly in magazines recognized by ISI (Institute for Scientific Information). However, the list of ISI journal selection can not completely fair sort out. Detailed assessment of the ISI science citation index through (Impact Factor – IF), also under criticisms. Therefore, the author offers a new nomination criteria to evaluate the effectiveness of R & D activities through patent information.
