10. Summary of the thesis results:
One of the most accurate measures of the scientific value of research is the publication of research results in prestigious domestic and international scientific journals, especially those accredited by ISI (Institute for Scientific Information). However, the list of ISI-selected journals may not be entirely fair. The detailed assessment of scientific merit by ISI through the citation factor (IF) has also faced criticism. Therefore, the author proposes a new criterion for evaluating the effectiveness of R&D activities through patent information.

10. Abstract:
One of the accurate measure on evaluating the assets of scientific research is research findings which published in the prestigious scientific international journals or in the sound scientific magazines in the country, particularly in magazines recognized by ISI (Institute for Scientific Information). However, the list of ISI journal selection can not completely fair sort out. Detailed assessment of the ISI science citation index through (Impact Factor – IF), also under criticisms. Therefore, the author offers a new nomination criteria to evaluate the effectiveness of R & D activities through patent information.
