10. Tóm tắt các kết quả của luận văn:

Luận văn đã cung cấp, bổ sung những cơ sở lý luận đối với chương trình truyền hình mang tính chuyên biệt về đối tượng khán giả, nhất là chuyên biệt về đối tượng là người H’Mông. Luận văn cũng đã chỉ ra những hạn chế, bất cập trong sản xuất, sử dụng tác phẩm, các yếu tố về nội dung, âm thanh, hình ảnh, kỹ sảo.v.v… trong các chương trình truyền hình tiếng H’Mông ở Đài Phát thanh và Truyền hình Bắc Kạn. Xác định được những quy trình phù hợp để sản xuất chương trình truyền hình tiếng H’Mông dựa trên nền kỹ thuật hiện đại ngày nay.

Kiến nghị Nhà nước, tỉnh Bắc Kạn có chính sách đào tạo, tuyển dụng người H’Mông làm các chương trình truyền hình tiếng H’Mông. Có chính sách nhuận bút đặc thù cho các chương trình truyền hình tiếng dân tộc nói chung, trong đó có tiếng H’Mông. Cần có biện pháp hỗ trợ trang thiết bị để người dân vùng cao xem được chương trình truyền hình quốc gia và chương trình truyền hình tiếng H’Mông của tỉnh .

11. Khả năng ứng dụng trong  thực tiễn: Xây dựng đội ngũ thông tin viên, cộng tác viên  là người H’Mông bản địa. Thiết lập hệ thống đường truyền tín hiệu hình ảnh từ các huyện về Đài Phát thanh và Truyền hình Bắc Kạn để các cộng tác viên có thể cộng tác làm chương trình.

12. Những hướng nghiên cứu tiếp theo: Nghiên cứu công chúng người H’Mông các tỉnh miền núi phía Bắc. Nghiên cứu các chương trình truyền hình văn nghệ, giải trí, khoa giáo dành cho người H’Mông.

10. Summary of the findings of the thesis:

This thesis provides and supplements the theoretical basis for television programs for the speficic audience, especially for the Hmong people. It also presents limitations and shortcomings in the production and use of works, contents, sound, photographs, visual effects, etc,. in the Hmong language programs of Bac kan Radio and Television Station. Appopriate processes for the production of television programs in the Hmong language that apply modern techniques are also determined.

The thesis makes recommendations to the State and Bac Kan province  authorities  to issue policies on training and recruitment of Hmong people for Hmong language  television programs. There should also be specific royalties for television programs in ethnic languages, including the Hmong language. In addition, there is a need for measures to support technical equipment for highland people to access to the national television programs and provincial Hmong language television programs.

11. Practial appilicability: Develop a network of informants and collaborators from indigenous Hmong people. Establish a system for signal transmission from districts to Bac Kan Radio and Television Station to facilitate collaborators to produce television programs.

12. Further research direction: Research on the Hmong audience in Northern mountainous provinces and on entertainment, science and education programs for the Hmong people.
