In particular, conducting research, analysis, synthesis and evaluation of the activities of communal-level cadres and civil servants in Chiem Hoa district, Tuyen Quang province. From there, it serves as a basis for evaluating advantages; analyzing existing problems and limitations; causes of limitations and drawing lessons to promote the role of communal-level cadres and civil servants in implementing public service activities in the locality.

- Based on the advantages and limitations of the current situation of the staff and civil servants, the thesis has proposed viewpoints and goals to improve the quality of the staff and civil servants at the commune level.
