- This thesis contributes to systematizing the theoretical basis of the quality of commune-level officials and civil servants in general. It analyzes the characteristics and role of the commune-level political system and the commune-level officials and civil servants; analyzes the evaluation criteria and content for improving the quality of commune-level officials and civil servants. In particular, it conducts research, analysis, synthesis, and evaluation of the activities of commune-level officials and civil servants in Chiêm Hóa district, Tuyên Quang province. This provides a basis for evaluating strengths; analyzing weaknesses and limitations; identifying the causes of limitations; and drawing lessons learned to enhance the role of commune-level officials and civil servants in carrying out public duties at the local level.

- Based on the strengths and weaknesses of the current situation of the staff and civil servants, the thesis has proposed viewpoints and objectives for improving the quality of the staff and civil servants at the commune level. From there, it proposes solutions to improve the quality of the staff and civil servants at the commune level in Chiêm Hóa district, Tuyên Quang province in the coming time.

Particularly, the thesis has research, analysis, synthesis and evaluation of the activities of communal cadres and civil servants of Chiem Hoa district, Tuyen Quang province. This will serve as a basis for evaluating the advantages; analysis exists, limited; reasons for limiting and drawing lessons to bring into full play the role of commune-level cadres and civil servants in carrying out public-service activities in localities.

- Based on the advantages and limitations of the situation of the contingency of cadres and civil servants, the thesis has set out the viewpoints and objectives to improve the quality of the contingency of cadres and public servants at commune level.
