The thesis consists of 3 chapters:
Chapter 1: Introduction to the policy
In this chapter, the author has presented an overview of poverty and lending policies for poor and near-poor households. The lending policies applied to poor and near-poor households at the social policy bank, and the lending process. The thesis has mentioned the factors affecting the demand for loans to the use of loans in the process of implementing lending policies. Socio-political organizations play an important role in the effective implementation of capital use in the process of hunger eradication and poverty reduction. In addition, this chapter provides a set of tools to evaluate the effectiveness of lending policies for poor and near-poor households.
Chapter 2: Implementing loan policies to support production for poor and near-poor households in Dien Bien Dong district.
At the beginning of the chapter, the author gives an overview of the research area, the natural conditions, socio-economic conditions and the reality of poverty and poverty reduction in Dien Bien Dong district, thereby assessing the strengths and limitations of the research area and concluding that borrowing capital to support production is a practical policy in the work of hunger eradication and poverty reduction in the locality. From studying the characteristics of poor and near-poor households in the area, learning about credit programs and loan policies being implemented in the district - the thesis has presented the results of the implementation of the loan policy to support production development for poor and near-poor households in Dien Bien Dong district. The effectiveness of the loan policy for poor and near-poor households in Dien Bien Dong district is demonstrated through the actual use of loans and the effectiveness of the loan entrustment method in the area. At the end of the chapter, the author points out the difficulties in implementing the loan policy for poor and near-poor households.
Chapter 3: Solutions and recommendations
In this chapter, the author proposes specific groups of solutions on lending procedures, on propaganda, inspection, supervision and detailed groups of solutions for effective capital use. The thesis makes recommendations to local authorities, on bank credit, on poor and near-poor households to improve the efficiency of capital use by poor and near-poor households in Dien Bien Dong district.
11. Practical application:
The research topic is a scientific argument for local and central managers, banks and related people to develop socio-economic development policies that are suitable for the locality and sustainable. At the same time, it is a basis to support poor and near-poor households to use loans more effectively to increase income, stabilize life and develop socio-economy.

Build a poverty reduction model from loans suitable for the locality so that it can be replicated and expanded.

Chapter 1: Policy introduction
In this chapter, the author provides an overview of poverty and loan policies for poor and near poor households. The policies are applied for the poor and near poor households in the social policy bank, how to make the loan process. The thesis is related to factors involving the loan demand to use loans in the loan policy implementation. Socio-political organizations play an important role in the efficient use of funds for poverty reduction. In addition, this chapter provides a tool for assessing the effectiveness of loan policies for the poor and near poor.
Chapter 2: Policy implementation on production support for poor and near poor households in Dien Bien Dong district.
At the beginning of this chapter, the author gives an overview of the survey area, the natural and socio-economic conditions, the poverty and poverty reduction of Dien Bien Dong district. It then can be assessed the area's strengths and limitations, therefore the production support loans are necessary and practical policy for poverty alleviation in the locality. From studying characteristics of the poor, near poor households in the area, learning about the credit policy policies implemented in the district - the thesis gives the results of the policy to support production development in Dien Bien Dong district. The effectiveness of the loan policy in this district is reflected by the actual use of loan capital, and the efficiency of the method of entrusted loans in the area. At the end of this chapter, the author mentions difficulties in implementing the policy of borrowing money for poor and near poor households.
Chapter 3: Solutions and Recommendations
This chapter provides specific solutions for loan procedures, advocacy, monitoring, and detailed solutions for effective capital use. The thesis makes recommendations to local authorities about bank credit, the poor and near poor households in order to improve the efficiency of capital use of households in Dien Bien Dong district.
