Industrialization and modernization are the inevitable path to turn a country with a backward agricultural foundation like ours into an industrial country with modern material and technical facilities, a reasonable economic structure, and progressive production relations, suitable to the development level of the productive forces.

In recent years, human resource development in Kon Tum province is no exception to that rule and has achieved some remarkable achievements, contributing to effectively supporting the socio-economic development and industrialization and modernization of the province. However, compared to the requirements of the new situation, human resource development still has many limitations: the educational level and technical expertise of human resources are still low; training facilities have not met the requirements of scale, capacity and training quality; labor productivity is low, labor structure transformation is slow, coordination between management sectors, between training facilities and businesses and workers is still not close.

With the research topic, I hope to contribute a small part to clarifying the human resources of Kon Tum province today. At the same time, point out the limitations and factors affecting the current human resource development. On the other hand, propose feasible solutions to develop the province's human resources to meet the industrialization and modernization process of the country.

11. Practical applicability: The results of the thesis can be a reliable practical basis for leaders at all levels and sectors of the province to refer to in the process of formulating policies for human resource development in the industrialization and modernization of Kon Tum. Thereby helping managers, levels, sectors and organizations have a more correct and comprehensive view of current human resource development. Clarify the advantages and limitations that still exist in human resource development.

Provide recommendations and solutions to develop stable and sustainable human resources in the socio-economic development process of the province.

In recent years, the development of human in the Kon Tum province is no exception to this rule and has achieved a number of significant achievements, contributing effectively to support the development of Economic and Social and the industrialization and modernization of the province. However, compared with the requirements of the new situation, the work of human development remains limited: educated and technical qualifications is low; training facilities did not meet the size requirements, capabilities and training quality; low labor productivity, slow labor restructuring, loose the coordination between the management sector, between educational institutions with businesses and workers.

With research, I would like to contribute a small part to the unraveling of the human resources present in the Kon Tum province. At the same, find out the limited points affecting the development of human resources today. On the other hand, the proposed solution is feasible to develop human resources to meet the province's industrialization and modernization of the country.

The results of the thesis may be a basis of knowledge for leaders and the province leaders in the policy process of human resources development in the industrialization, the current modernization of the Kon Tum province. Since then helps managers at all levels, all sectors have the right look and more comprehensive of human resource development today. Clarify the advantages and limitations exist in the development of human resources.
