Industrialization and modernization are the inevitable paths to transforming a country with a backward agricultural economy like ours into an industrialized nation with a modern material and technical infrastructure, a rational economic structure, and advanced production relations, in line with the level of development of the productive forces.
In recent years, human resource development in Kon Tum province has followed this trend and achieved significant results, contributing significantly to the socio-economic development and industrialization and modernization of the province. However, compared to the demands of the new situation, human resource development still faces many limitations: the educational and technical professional qualifications of the workforce remain low; training institutions do not meet the requirements in terms of scale, capacity, and quality of training; labor productivity is low, the shift in labor structure is slow, and coordination between management sectors, training institutions, businesses, and workers is still lacking.
With this research topic, I hope to contribute a small part to clarifying the current human resources of Kon Tum province. At the same time, I aim to point out the limitations and factors affecting the development of human resources today. Furthermore, I propose feasible solutions to develop the province's human resources to meet the demands of the country's industrialization and modernization process.

Practical Applicability: The results achieved in this thesis can serve as a reliable practical basis for provincial leaders and departments to refer to in the process of formulating policies for human resource development in the industrialization and modernization of Kon Tum. This will help managers at all levels, departments, and organizations gain a more accurate and comprehensive understanding of current human resource development, clarifying the advantages and limitations that still exist in human resource development.
To provide recommendations and solutions for developing a stable and sustainable workforce in the process of socio-economic development of the province.

Industrialization and modernization is inevitably the path to country an agriculture into a country industrial with modern technology, logical economic structure, developmental production progress, in accordance with the level of development of productive forces.
In recent years, the development of human in the Kon Tum province is no exception to this rule and has achieved a number of significant achievements, contributing effectively to support the development of Economic and Social and the industrialization and modernization of the province. However, compared with the requirements of the new situation, the work of human development remains limited: educated and technical qualifications is low; training facilities did not meet the size requirements, capabilities and training quality; low labor productivity, slow labor restructuring, loose the coordination between the management sector, between educational institutions with businesses and workers.
With research, I would like to contribute a small part to the unraveling of the human resources present in the Kon Tum province. At the same, find out the limited points affecting the development of human resources today. On the other hand, the proposed solution is feasible to develop human resources to meet the province's industrialization and modernization of the country.

The results of the thesis may be a basis of knowledge for leaders and the province leaders in the policy process of human resources development in the industrialization, the current modernization of the Kon Tum province. Since then helps managers at all levels, all sectors have the right look and more comprehensive of human resource development today. Clarify the advantages and limitations exist in the development of human resources.
Provide recommendations and solutions to develop human resources in the stable and sustainable development - economic society of the province.
