10. Summary of the thesis results:

Japan, being one of the countries with highly developed information technology, inevitably faces many complex and diverse cybersecurity issues. To address this, in 2001 Japan announced its national information technology strategy, which included an information security policy. After years of development and implementation, in 2010 Japan further introduced an information security strategy, followed by a cybersecurity strategy in 2013, and in 2014 the enactment of the Cybersecurity Fundamental Law, making cybersecurity assurance a national strategy and fundamental law. In addition, Japan has gradually institutionalized and standardized the development and implementation of information security. Domestically, Japan has developed policies and established enforcement agencies such as the National Security Assurance Committee, the Government Cybersecurity Center, and the Ministry of Defense's Cybersecurity Team. In addition, Japan has established cybersecurity cooperation mechanisms with many countries and international organizations, and has incorporated cybersecurity into the Japan-U.S. Security Guidelines.

This thesis analyzes the concept of cybersecurity from an international political perspective, arguing that cybersecurity is closely related to national security and is a serious issue facing nations. It then examines the current state of cybersecurity in Japan, researching and analyzing the formation of Japan's cybersecurity policy and strategy, as well as its key practical activities and international cooperation in this field. Finally, through an analysis of Japan's cybersecurity strategy and its current cybersecurity policy, it draws lessons for building Vietnam's cybersecurity capabilities.

Through research and analysis of Japan's cybersecurity strategy, we aim to draw lessons for the development of cybersecurity laws and policies in Vietnam.

10. Summary of the findings of the thesis:

Japan, as an advanced country in the field of information technology, is also facing the complex and diverse cyber security issues. To address these issues, Japan information technology national strategy including information security policies in 2001, and after years of development and practices, Japan released the information security strategy in 2010, the cyber security strategy in 2013, and basic laws of cyber security in 2014, in order to guarantee cyber security as the national strategy and the basic law. Meanwhile, the exploration and practices of Japan on guaranteeing the cyber security issues is becoming gradually institutionalized and standardized. On the one hand, Japan has established a lot of policies and implementing agencies within the country such as National Security Commission, Cabinet Cyber ​​Security Center, Self-Defense Force Cyber ​​Defense Guard, etc., on the other hand, it has established the cyber cooperative mechanism with multiple countries and international organizations, and integrated cyber security into Japan-US security guarantee system.

This paper first analyzes and defines the concept of cyber security from the international political perspective, and proposes that cyber security is closely related to national security and has become a severe subject confronted by all the countries. Later the current status of the Japanese cyber security is demonstrated through data analysis, the evolution of Japanese cyber security policies, the existing security cyber security strategies, as well as the main practices and international cooperation conducted by Japan in the cyber field are analyzed based on a large quantity of materials. Finally, the indirect experience in aspect of cyber security construction of Vietnam is summarized by analyzing the features of Japanese cyber security strategies and combining with the development status of Vietnam cyber security policies.

Through research and analysis of the Cyber ​​security strategy of Japan to draw experience for the process of building laws and policies on cybersecurity in Vietnam.
