Firstly, this thesis clarifies the factors affecting the leadership of the Lao Cai Provincial Party Committee in tourism development during the period 2001-2015.

Secondly, the thesis also clarifies the process by which the Lao Cai Provincial Party Committee applied the Party's policies to local practice and the process by which the Provincial Party Committee led and directed the implementation of tourism development in the province during the period 2001-2015.

Thirdly: The thesis presents some observations on the advantages and limitations, thereby drawing some valuable historical lessons from the practical experience of the Lao Cai Provincial Party Committee in leading tourism development.
