10. Summary of thesis results:
The thesis has clearly shown the current status of the legal system in Vietnam on open data and its practical application by enterprises. Currently, only Decree No. 47/2020/ND-CP and the Law on Electronic Transactions No. 20/2023/QH15 directly refer to open data, specifically open data in state agencies. However, the legal system on open data still has many shortcomings. Typically, there are no regulations on data licensing, open licenses, and no detailed plans and roadmaps for the issuance of open data. Without the above contents, open data in Vietnam cannot develop. The author has also provided survey results on enterprises' awareness of open data and their level of application and interest in open data. The thesis has pointed out the difficulties of enterprises and the conflicting opinions and controversies of management agencies on the issue of accessing, using public data and issuing open data.
The results of the thesis also show the value of open data in the digital economy, which is a resource that businesses can use for free. Thanks to open data, businesses can save costs in operations and business, increase work efficiency and improve complex processes.
The gap between Vietnam and major countries in terms of open data is not far, as the US only officially announced open data in 2009. Vietnam needs to take advantage of this time to perfect the policy system to promote open data development and catch up with major countries.
11. Practical application:
The thesis provides survey data and practical assessment of the open data policy system in Vietnam. The results of the thesis can be used as a basis for comments and drafting of legal documents on open data. In fact, during the process of writing the thesis, the author directly commented on the contents of open data in the draft for comments on the Law on Electronic Transactions at the workshop of the Institute for Legislative Studies, the Standing Committee of the National Assembly, the comments are posted here:

- Conduct research on future legal documents that refer to open data. For example, the draft Law on Digital Technology Industry, the draft Law on Data or draft documents of Ministries, departments and branches regulating open data in each field.
- Conduct research on other factors that impact the development of open data such as community understanding, leadership vision or funding issues for open data, copyright issues, etc.
- In-depth research on some datasets that have been released as open data.
- In-depth research on some cases where private organizations, businesses or citizens apply a legally complete set of open data. For example, if the bidding data is issued as open data and fully licensed, and the business applies it to its business activities, the author can do an in-depth research on this case, assess how the bidding data was licensed, what rights the data has and whether the business has complied properly, and how the technology platform has responded.
- Propose detailed solutions for open data development, each solution mentioned in chapter 4 can become an independent and in-depth research paper.
- Research on open access in Vietnam.
- Research on open educational resources and typical cases in Vietnam.
- Research on open technology and open formats in Vietnam.

A typical example is that there are no regulations on data licensing, open licenses, and no detailed plan or roadmap for the issuance of open data. Without the above contents, open data in Vietnam cannot develop. The author also provided survey results on businesses' awareness of open data and their level of application and interest in open data. The thesis has outlined the difficulties of businesses and the conflicting opinions and arguments of management agencies on the issue of accessing and using public data and promoting open data.
