The research results of the thesis contribute to summarizing the history of building the People's Public Security force in a very sensitive historical period, with many difficulties: the People's Public Security force had to rely on itself to build its organization, apparatus, and staff to overcome the consequences of the war; to protect security and order in an extremely complicated context. Thereby, assessing the correctness of the Party's viewpoints, guidelines, and policies, the unified management of the State, and the direct guidance of the Ministry of Public Security in the process of leading and directing the work of building the People's Public Security force from 1976 to 1986.
The research results of the thesis contribute to clarifying the process of building, fighting and growing of the People's Public Security force - the core force protecting the revolutionary achievements of the Party and the State of Vietnam from 1976 to 1986. Affirming the great role and important contributions of the work of building the People's Public Security force to the implementation of the task of protecting national security, order and social safety in the period of 1975-1986. At the same time, comprehensively, systematically, deeply and fully evaluate all aspects of the work of building the People's Public Security force; analyze and clarify the requirements and tasks of the struggle to protect security and order.
The results of the thesis have drawn lessons for the work of building the People's Public Security force in the current period: First, the top priority is to build a People's Public Security force that is strong in politics and ideology. Second, the organization of the Public Security apparatus must be streamlined and scientific in the direction of concentration, unity, and specialization. Third, it is necessary to have a correct understanding of the role of logistics work, proactively follow the tasks of public security work in each revolutionary stage, and promptly ensure material and technical requirements for combat and force building.
Thereby, comprehensively, systematically, deeply and fully assessing all aspects of the work of building the People's Public Security force; analyzing and clarifying the requirements and tasks of the struggle to protect security and order. The lessons learned from the process of conducting the thesis research are valuable for serving the leadership of the Party, the management of the State, the direction of the Ministry of Public Security and Party committees at all levels, and local authorities in the work of building the People's Public Security force in the future.
The results of the thesis also provide important historical data contributing to the realization of Resolution No. 22-NQ/TW dated February 12, 2018 of the Politburo on "Continuing to innovate and reorganize the Ministry of Public Security's apparatus to be streamlined, effective and efficient" and Resolution No. 12-NQ/TW dated March 16, 2022 on "Promoting the building of a truly clean, strong, disciplined, elite, modern People's Public Security force, meeting the requirements and tasks in the new situation" that the Ministry of Public Security is innovating and reorganizing the apparatus according to the Resolution of the Politburo.
