The thesis consists of 3 chapters with the following basic contents:
Chapter 1. Responsibilities and requirements regarding competence, organization, and management of document management and archiving security for leaders of offices in agencies and units within the Ministry of National Defense.
This chapter focuses on analyzing issues related to offices within the Ministry of Defense; the functions, tasks, and organizational structure of offices in agencies and units within the Ministry of Defense; and the responsibilities and management capacity requirements of office leaders in agencies and units regarding document management, security, and archiving.
Chapter 2. Survey and assessment of the organizational and management capabilities of office leaders in agencies and units regarding document management, security, and archiving.
This chapter presents the results of a survey conducted at several agencies and units under the Ministry of National Defense to assess the organizational and management capabilities of office leaders in document management, security, and archiving through specific tasks such as: organizing the organizational structure and personnel for document management, security, and archiving; issuing directives and guidelines on document management, security, and archiving; organizing inspections and evaluations; arranging facilities; and applying scientific and technological advancements to the field of document management, security, and archiving in the offices of agencies and units.
Chapter 3. Solutions for standardizing the organizational and management capacity of document management, security, and archiving for office leaders of agencies and units within the Ministry of National Defense.
Based on a practical survey of the organization and management of document handling, security, and archiving by office leaders of agencies and units.
We offer assessments of the strengths and weaknesses, and based on that, propose several solutions to standardize the leadership capacity of office leaders in agencies and units, such as: management capacity; directing and organizing work; training and developing staff; responsibility for organizing and arranging personnel suitable for document management, security, and archiving; and inspection and evaluation of document management, security, and archiving work in the offices of agencies and units. At the same time, we also boldly develop criteria for evaluating the organizational and management capacity of office leaders in agencies and units within the Ministry of National Defense in document management, security, and archiving.
11. Practical applications:
This research aims to help leaders of offices and units within the Ministry of National Defense understand the requirements, tasks, and organizational and management capabilities of document management, security, and archiving within their scope of management. Simultaneously, it will apply solutions and criteria to develop a roadmap for improving the quality of document management, security, and archiving in these agencies and units in the future.

In this chapter we focus on analyzing the issues of offices in the Ministry of Defense; functions, tasks and organizational structure of offices of agencies and units in the Ministry of Defense; responsibilities and requirements on management and organizational capacity of office leaders of agencies and units for clerical, confidential and archival work.
Chapter 2. Survey and assessment of organizational capacity, management of clerical, confidential and archived work of office leaders of agencies and units
This chapter presents the survey results at a number of agencies and units under the Ministry of Defense to comment and evaluate the capacity of managing the clerical, confidential and archival work of the office leaders. agencies and units shall adopt specific tasks such as: Organizing the apparatus and personnel for clerical, security and archival work; issue documents to direct and guide clerical, confidential and archival work; organizing assessment and evaluation; layout of facilities; apply scientific and technical advances to the field of clerical, confidential and archived in offices of agencies and units.
Chapter 3. Solutions to standardize the capacity to manage the clerical, confidential and archive work of office leaders of agencies and units in the Ministry of Defense
On the basis of practical surveys on the organization of management of clerical, confidential and archival work of office leaders of agencies and units.
We give evaluation comments on the pros and cons, based on that, propose some solutions to standardize leadership capacity of office leaders of agencies and units such as: Management capacity ; direct and administrative work organization; training and retraining of officials; responsible for arranging and arranging personnel in accordance with clerical, confidentiality and archiving work; inspect and evaluate the clerical, confidential and archival work of offices of agencies and units. At the same time, we also boldly develop criteria to assess the capacity of managing the clerical, confidential and archival work for the office leaders of units in the Ministry of Defense.

The topic helps office leaders of agencies and units in the Ministry of Defense to be aware of the requirements, tasks, organizational capacity, and management of clerical, confidential and archival work under the scope of management. At the same time, apply solutions and criteria to build a roadmap to improve the quality of clerical, confidential and archived work at better agencies and units in the coming time.
