This thesis has compiled and analyzed primary and secondary sources related to the topic to clarify several aspects: identifying the Dong Xen - Thieng Cong worship belief and evaluating its role in the spiritual life of the Thai people in Son Luong commune. It also surveys and assesses the current state of cultural management in the area and proposes solutions to improve the effectiveness of local management.

Currently, 4 out of 6 villages in Son Luong commune practice the Dong Xen - Thieng Cong worship tradition of the Thai people. Among them, the villages of Giong, Se, and Lam (formerly known as former administrative units) still maintain the most distinctive practices. The Dong Xen - Thieng Cong worship tradition plays many roles in community life, such as: traditional education; community cohesion; meeting the spiritual needs of the community; and maintaining the traditional social structure present in community life today. State management of culture in general and religious beliefs in particular is an extremely complex and sensitive field; therefore, the management of Dong Xen - Thieng Cong worship activities in Son Luong commune urgently needs attention. This thesis has developed a measurement scale and conducted a field survey on the actual management situation in the locality to assess whether the management of religious and cultural beliefs in the locality is effective or not. Through the measurement scale and practical surveys, it is evident that cultural management from the grassroots to the local level still has many shortcomings. While policies and guidelines are comprehensive and good, observations of the actual management of religious beliefs and culture at the local level reveal laxness, indifference, and a neglect of the community, failing to truly fulfill the function and role of management in local culture. This thesis contributes several solutions to improve cultural management at the local level regarding religious beliefs and will also serve as a source of information for future research on the religious beliefs of the Thai people in Son Luong commune and as a reference for state management of culture.
