- By reconstructing that historical picture, the thesis has initially offered observations on the strengths and weaknesses in the process of the Party's leadership in building the security forces in North Vietnam from 1965 to 1975, and drawn some lessons learned for building the security forces in North Vietnam in particular and the People's Public Security forces in general.

- From the reconstructed picture history, the thesis initially made comments on the advantages and limitations in the process of building the Party led security forces to the north from 1965 to 1975 and draws a few lessons learned for the construction of the security forces in particular North and the people's police force in general.
