Summary of thesis results: The research topic focuses on building an optimal digital archive based on scientific principles, practical experience, and the achievements and experiences of previous agencies and organizations, applying them rationally and creatively to the conditions and circumstances of the Ministry of Public Security's Office. The research results contribute to accelerating and improving the efficiency of "modernizing archive work" in the Ministry of Public Security's Office, supporting the leadership and management of the Office's leaders, as well as the leaders of Departments, Bureaus, and Divisions, in ensuring the provision of information to serve the operations of the administrative apparatus.

Chapter 1: This chapter first examines the formation and development of the document and archive management department at the Ministry of Public Security's Office, studying the composition, content, and value analysis of archived documents at the Ministry of Public Security's Office. Finally, the author delves into the current state of document and archive management at the Ministry of Public Security's Office to identify existing shortcomings and limitations in this work.

Chapter 2: This chapter delves into some basic concepts and terminology regarding the digitization of documents and archives. From there, the author analyzes the advantages and disadvantages of digitization technology, the digitization process, standards for electronic documents, and the needs of society and government agencies for digitizing documents. Following this, the author develops a plan and standards for selecting documents to be digitized at the Ministry of Public Security's Office; the document digitization process and system architecture of the digital archive; and the hardware, software, and network systems of a future digital archive.

Chapter 3 presents solutions for managing and utilizing digitized documents (original documents), including: collection; organization; preservation and statistics; and exploitation of digitized documents. Simultaneously, this chapter also presents solutions for managing and utilizing databases, such as: solutions for data storage; human resource training and technology transfer; information system security and safety; data loss disaster recovery; database exploitation and utilization policies; and database maintenance.

11. Practical applications:

This thesis will provide a scientific basis for research on digitalization techniques, as well as measures for managing and utilizing digitized databases within the practical context and conditions of the Ministry of Public Security's Office.

It serves as the basis for developing legal documents and professional guidelines on digitalization standards, digitalization processes, and methods for applying digitalization technology to archiving work... within the entire sector as well as nationwide.

This serves as a valuable source of information for developing strategies and plans to prepare the necessary elements for promoting and supporting future archival document digitization projects in a sustainable and effective manner nationwide.

12. Further research directions: Research on building digital document repositories in provinces and cities, aiming for the exchange of digital documents and files throughout the entire sector.

Summary of the findings of the thesis: The thesis is studied to optimally build digital archives based on the scientific and practical things as well as achievements and experiences of previous agencies and organizations, properly and creatively applied to the conditions and circumstances of the Office of Ministry of Public Security. The findings of the thesis contribute to accelerate and improve efficiency of “modernization of archive affairs” in the Office of Ministry of Public Security, support leadership and executive of leaders of the ministerial office, leaders of the Department, Bureau, Division, Sector in order to ensure information supply for operation of the administrative apparatus.

Chapter 1: In this chapter, firstly, the author studied formation and development of the archival document management division in the Office of Ministry of Public Security, studied components and contents, and analyzed value of the documents archived in the Office of Ministry of Public Security. Finally, the author deeply studied the status of managing documents and archival documents at the office of Ministry of Public Security in order to see concerns and limitations of this work.

Charter 2:

In this charter, the author will deeply study some basic definitions and terms on documents and archives. Since then, the author analyzes the advantages and disadvantages of digitalized technology, its process, standards of electronic documents, demand of society and the state for materials and documents digitalization. Next, the author outlines the plan and standards to opt for the digitalized documents in the Office of Ministry of Public Security; process to digitalize documents and systematic structure of digitalized archives, hardware and software systems, and network system of digitalized archives built in the future.

Charter 3:

This chapter presents management solutions, used with the document after digitalization (original document) such as collection; revision; revision; preservation and statistics; exploitation of materials after digitization. Also in this chapter, the author also presents management solutions, used for databases such as solutions for data storage; manpower training and technology transfer; security, security for information systems; recovery for data loss; policy of exploiting, using and maintaining the database.

11. Practical applicability, if any:

Thesis is scientific basis about researching digital techniques, as well as methods in managing, using database after digitalizing in situation and actual condition of office of Ministry of Public Security

Being basis to build law standard act and guide profession of digitalizing standards, digitalizing process, way of applying digitalizing techniques in storing ... in the field as well as in the country.

Being useful information source to build strategy, plan to prepare necessary factors to speed up, serve projects of digitalizing data saved in the future effectively in the country.
