- Chapter 1 has presented the theoretical basis of quality management and the ISO 9001: 2008 quality management system, as well as general concepts, approaches to the ISO 9001: 2008 quality management system, and provided criteria for evaluating effective quality management; the formation of ISO 9001 and the quality management principles of ISO 9001.

- Chapter 2 presents the current status of applying the ISO 9001: 2008 Quality Management System at the Department of Science and Technology of Hanoi City. The thesis has pointed out the advantages, difficulties and issues that need to be improved to enhance the effectiveness of applying the ISO 9001: 2008 Quality Management System.

- Chapter 3 proposes solutions to improve the effectiveness of applying the ISO 9001: 2008 quality management system at the Department of Science and Technology of Hanoi: Perfecting processes in the direction of administrative reform; providing some support tools such as 5S, Kaizen to improve efficiency; Support policies to improve efficiency such as: Role and commitment of unit leaders; Internal assessment; Human resources; Reward regime.

- Chapter 2 outlines the situation of applying the ISO 9001: 2008 quality management system at the Department of Science and Technology of Hanoi. This thesis has shown the advantages, disadvantages and problems that need to be improved to enhance the effective application of the ISO 9001: 2008 quality management system.

- Chapter 3 proposed suitable solutions to improve the efficiency of application of the ISO 9001: 2008 quality management system at the Department of Science and Technology of Hanoi: Improving the processes towards administrative reform; Giving some supporting tools such as 5S, Kaizen etc in order to improve the efficiency; Giving the supporting policy mechanisms to improve efficiency simply: Role, Managerial leadership commitment; Internal assessment; Human resources; Rewards mode
