The thesis consists of 3 chapters with the following basic contents:
Chapter 1. Theoretical basis, some criteria on the quality of training and fostering human resources for cadres, civil servants and public employees in state administrative agencies. In this chapter, the author also presents some concepts on quality, training, fostering, cadres, civil servants, human resources, some evaluation criteria and experiences of some provinces in improving the quality of training and fostering human resources for cadres and civil servants in state administrative agencies in general so that it can be applied in practice at the Office of the People's Committee of Nghe An province.
Chapter 2. The author surveys and evaluates the quality of training and development work at the Office, and at the same time analyzes and finds out the causes of limitations in this work at the Office of the People's Committee of Nghe An province.
Chapter 3. The author proposes the most practical methods to overcome the shortcomings and contribute to more effective implementation of training and development of human resources for cadres, civil servants and public employees in Nghe An province in general, and the Office of Nghe An Provincial People's Committee in particular, in the coming time.
