The thesis consists of 3 chapters with the following basic contents:
Chapter 1. Theoretical basis and some criteria for the quality of training and development of human resources for officials and civil servants in state administrative agencies. In this chapter, the author also presents some concepts of quality, training, development, officials, civil servants, human resources, some evaluation criteria, and the experiences of some provinces in improving the quality of training and development of human resources, namely officials and civil servants in state administrative agencies in general, so that it can be applied to the practice at the Office of the People's Committee of Nghe An province.
Chapter 2. The author surveys and evaluates the quality of training and professional development at the Office, and analyzes and identifies the reasons for the limitations in this work at the Office of the People's Committee of Nghe An province.
Chapter 3. The author proposes the most practical methods to overcome existing shortcomings and contribute to more effective training and development of human resources for officials, civil servants, and public employees in Nghe An province in general, and the Office of the People's Committee of Nghe An province in particular, in the coming time.

In this chapter, the author also presents some concepts of quality, training, fostering, cadres, civil servants, human resources, some evaluation criteria and experiences of some provinces on quality improvement. Chapter 2. The author examines and evaluates the quality of training and fostering at the Office while analyzing and finding out the causes that are limited in this work at the people's comminittee of Nghe An province.

The author proposed the most practical methods to overcome the exclusion and contribute to more effective training and fostering the development of human resources of cadres and civil servants in Nghe An province.
