CHAPTER 1. SOME THEORETICAL ISSUES ON MODERNIZING ARCHIVES
Chapter 1 of the thesis systematically outlines all the general theories on archival work, including: concepts, content, requirements, significance, characteristics, functions, purposes, relationships, influencing factors, local experiences, etc. The overview of relevant studies shows that archival work is an important issue and is of interest to researchers. Subsequent studies build upon previous research and gradually refine scientific studies, aiming to apply them to the management and evaluation of archival work effectiveness. The importance of archival work has led to the study of the current state of archival work at the Thanh Hoa Provincial Tax Department. This demonstrates that the thesis topic, "Modernizing Archival Work at the Thanh Hoa Provincial Tax Department," is a necessary area for research. The above theoretical issues will be applied to analyze and evaluate the current state of archival work at the Thanh Hoa Provincial Tax Department in Chapter 2.
CHAPTER 2. CURRENT STATUS OF ARCHIVING MODERNIZATION AT THE THANH HOA PROVINCE TAX DEPARTMENT
Through an analysis of the current state of archiving at the Thanh Hoa Provincial Tax Department, the achievements and limitations of the agency reveal that the Tax Department has not yet been able to digitize all the paper records stored in the archives of the Tax Department Office and its subordinate Tax Branches. The cumbersome, traditional methods of managing documents and paperwork (primarily paper), tied to ledgers and paper documents, are a real obstacle to the development of the Tax Department in the current integration period. Therefore, the author of this thesis draws lessons for improving archiving at the Tax Department in the future. This chapter identifies the causes and existing problems in archiving at the Tax Department. This forms the basis for the thesis to propose solutions for modernizing archiving at the Tax Department in the following chapter.
CHAPTER 3. METHODS AND SOLUTIONS FOR ENHANCED MODERNIZATION OF ARCHIVES AT THE THANH HOA PROVINCE TAX DEPARTMENT TODAY.
Based on the current state of archival work, alongside achievements, there are also limitations that need to be overcome. At the same time, recognizing the role, significance, and effectiveness of archival work in the operation of the state management apparatus in general, and in each agency and organization in particular, leaders at all levels and sectors need to create conditions to implement solutions to improve the quality of archival work in the most effective way. To achieve this, many solutions need to be implemented simultaneously. These include: thoroughly disseminating and explaining state regulations and guidelines, perfecting the legal document system, improving the skills of officials and civil servants, and, most importantly, requiring the attention of the leadership team to ensure high efficiency in archival work. These solutions require the participation and consensus of the leadership of the Tax Department as well as all officials and civil servants at the Tax Department Office and the Tax Branches.
11. Practical applications
The research findings of this thesis contribute to improving the policy mechanisms, infrastructure, management and organization, human resources, and processes and techniques to create a foundation for modernizing archiving work at the Thanh Hoa Provincial Tax Department. At the same time, it is necessary to ensure a good working environment, creating motivation and positive energy for staff in carrying out archiving and document preservation work at the Thanh Hoa Provincial Tax Department.
12. Future research directions
Besides the enormous amount of paper documents, the daily operations of the Tax Department also generate a significant amount of electronic documents. However, to date, the Tax Department has not yet developed a sufficiently large and high-quality electronic information (data) archive to serve its management and operational work, support leaders in making timely administrative decisions; especially, the results of computerization have not effectively supported administrative decision-making or fully met the information needs of businesses and the public; nor have they supported the development of other socio-economic sectors. This reality poses a problem that needs a solution for the competent authorities managing the Tax Department's archiving work: it is necessary to strongly and decisively apply information technology to archiving in order to free up human and financial resources for managing the enormous volume of paper documents and create electronic data to promptly meet the management requirements of the department.

Chapter 2. CURRENT STATUS OF MODERNIZATION OF STORAGE WORK AT THANH HOA PROVINCE TAX DEPARTMENT
Through analyzing the current status of archival work at the Tax Department of Thanh Hoa province, the results achieved, and the limitations of the agency, it shows that the Tax Department has not been able to digitize all records. Paper documents are stored in the Archives of the Tax Department Office and its affiliated Tax Branches. The traditional method of operation, managing official dispatches and paperwork is heavy (mainly paper copies). Being attached to books and papers is a barrier to the development of the Tax Department in the current integration period. Thereby, the author of the thesis himself can draw experiences on archival work at the Tax Department to be better implemented in the future. In this chapter, the author has pointed out the causes and problems regarding storage work at the Tax Department. This is the basis for the thesis to propose solutions to perfect the modernization of storage work at the Tax Department in the next chapter.
Chapter 3. METHODS AND SOLUTIONS TO ENHANCE MODERNIZATION OF STORAGE WORK AT THANH HOA PROVINCE TAX DEPARTMENT CURRENTLY
Starting from the current situation of storage work, besides the achievements, some limitations need to be overcome. At the same time, being aware of the role, meaning, and effect of archival work in the operation of the state management apparatus in general and of each agency and organization in particular, leaders at all levels and sectors need to create conditions for implementing quality improvement solutions most effectively. To do this, many solutions need to be implemented synchronously.
