- Analyzing the current state and effectiveness of the implementation of the Ordinance on Democracy at the commune, ward, and town levels. This is the result of realizing the people's right to self-governance in practice in rural areas of Hai Duong province.

- Proposing solutions to improve the effectiveness of implementing the Ordinance on Democracy in communes, wards, and towns in rural areas of Hai Duong province today, contributing to building and perfecting the socialist democracy and socialist rule of law state of Vietnam, of the people, by the people, and for the people.
