The thesis consists of 3 chapters with the following basic contents:
Chapter 1. Practical basis for establishing economic and technical norms in archival activities
This chapter explores the basic concepts related to labor norms, economic-technical norms, and archival work; the basic requirements and methods for establishing labor norms and economic-technical norms. From there, the author summarizes the practical situation of establishing labor norms and economic-technical norms in the archival sector, particularly the development of procedures and economic-technical norms by the State Archives and Records Administration in recent years.
Chapter 2. Survey of the application of economic and technical standards at provincial-level historical archives.
This chapter systematizes the economic and technical norms for archival activities issued over the years (Document arrangement and valuation; Preservation, cataloging of archival documents, destruction of documents of no value; Use of archival documents). Based on this, the author develops a survey form on the application of economic and technical norms in archival activities at historical archives, which is sent to 63 provinces and centrally-administered cities; and analyzes and evaluates the application of the issued economic and technical norms in archival activities at provincial-level historical archives (achievements, limitations, and causes of limitations).
Chapter 3. Evaluation of the application of economic and technical standards at provincial-level historical archives.
This chapter, based on an analysis and evaluation of the application of economic and technical norms issued in archival activities at provincial-level historical archives, proposes amendments and additions to some economic and technical norms; develops a list of work stages in paper document archiving that require time-consuming calculations; and outlines measures for implementing economic and technical norms in the future.
11. Practical applications:
The research findings of this thesis serve as a reference for state management agencies in archiving when developing documents and policies related to economic and technical standards, and policies for archivists.
12. Future research directions:
After completing this thesis, we will continue our research and propose to the state management agency for archives (State Archives and Records Administration) to conduct a ministerial/institutional-level scientific research project on building a list of work stages in paper document archiving that require determining the time consumption.

This thesis consists of three chapters with the following basic content:
Chapter 1: Practical basis for forming of techno - economic norms in archives.
In this chapter, the author examines basic concepts related to labor norms, economic and technical norms and archives; the basic requirements, methods of forming labor norms, economic-technical norms. From there, the author outlines the practical situation of forming labor norms and economic and technical norms in archives, especially economic-technical norms and procedures in National Archives and Records Management of Vietnam.
Chapter 2: Survey on the application of economic - technical norms in the provincial archives
In this chapter, the author has codified the economic and technical norms issued recently in the archives (Editing, evaluating, preserving and destroying records). From there, the author develops a sample of the survey on the application of economic-technical norms in the archives to 63 provinces and cities under the central government; analyzes and evaluates the application of economic-technical norms already promulgated in archives at the provincial archives (results, limitations and causes of limitations).
Chapter 3: Evaluation of the application of economic-technical norms at the provincial archives
In this chapter, from the analysis and evaluation of the application of economic and technical norms issued in the archives at the provincial archives, the author proposes to amend and supplement some techno-economic norms; listing work process in paper records needed to determine the waste duration and measures for the implementation of economic-technical norms in the coming time.
11. Possibility of application in practice:
The research results of the thesis are references to state management agencies in charge of archives in the issuing documents and policies related to economic- technical and policy regimes for archivists.
12. Further research possibilities:
After completing the thesis, we will continue to study and propose to the state management agency on archives (National Archives and Records Management of Vietnam) to scientific study at the Ministry level on building the list of work in paper records needed to determine time consumed.
