The thesis takes the topic of the Japanese Cultural Heritage Conservation Law. The law, which was issued in 1950, is the first and most complete cultural law in Japan, gathering small legal provisions related to cultural heritage that were issued before, such as the "Law on the Protection of Ancient Temples and Monuments", "Law on the Protection of Historical Relics and Natural Monuments", "Law on the Conservation of National Treasures"... The thesis has closely followed the development process of the law, from its inception in the context of Japan still suffering the severe consequences of World War II, to the reforms to suit the socio-economic situation. In-depth research on the Japanese Cultural Property Conservation Law can help synthesize and draw practical lessons in preserving and promoting traditional cultural heritage for Vietnam - a country that has been and is rapidly integrating with the world, not only absorbing but also preserving the cultural identity of the nation.

The thesis only relates to Vietnam through some general suggestions but has not yet analyzed thoroughly with each type of cultural heritage. If there are conditions to continue developing, it is necessary to have a deeper study on the basis of a specific cultural heritage object in Vietnam. From there, conduct comparative research with the work of preserving and developing Japanese cultural heritage, drawing more appropriate practical lessons.
