Summary of the results of the thesis: Based on the study of functions, tasks, powers, organizational structure of the Provincial Department of Records and Archives; the current status of leadership, management and operation capacity of the Head of the Department of Records and Archives of 63 provinces/cities, the prescribed standards for positions in the field of records and archives, typically the Standards of the Ministry of Internal Affairs stipulating standards for Directors of the Archives Centers of provinces/cities directly under the Central Government. According to Decision No. 62/2005/QD-BNV, the topic"Research on developing criteria for assessing the capacity of the Head of the Department of Records and Archives under the Department of Home Affairs"has presented in general terms the functions, tasks, powers, and organizational structure of the Department of Records and Archives of provinces/cities directly under the Central Government, on that basis helping us see the role of the Head of the Department of Records and Archives in the state management of documents and archives at the local level; Pointing out the current capacity of the Head of the Department of Records and Archives through the results of the investigation and survey forms that we have collected. From there, helping us have a correct view and assessment of the capacity of the Head of the Department of Records and Archives of provinces/cities today.

Through the results of the survey to assess the capacity of the Head of the Department of Records and Archives, we boldly propose a set of criteria to assess the capacity of the Head of the Department of Records and Archives, then upgrade it to a set of Standards for assessing the Head of the Department of Records and Archives under the Department of Home Affairs and propose that the Ministry of Home Affairs issue a Circular regulating the standards for the Head of the Department of Records and Archives of provinces and centrally-run cities according to the Draft Circular drafted by us, practically contributing opinions to the Draft Decree of the Government regulating the standards for management titles of civil servants in State administrative agencies, which the Ministry of Home Affairs and the Government Office are seeking opinions from agencies and organizations.

Practical application: The research results of the applied topic will help the People's Committees of provinces and centrally-run cities have a basis to evaluate the capacity of the Head of the Department of Records and Archives. From there, specific measures are proposed to further improve the training, fostering, planning, and appointment of cadres to this position as well as better implement the state management of records and archives at the local level.

The thesis: “Study and establish criteria for evaluating Managers' capacity of the Records - Archives Branches underDepartment of Home Affairs” has found:

- Overview of functions, tasks, powers, organizational structures of the Provincial Records - Archives Branches.

- The roles of manager of the Records - Archives Branches on records and archives management at local level.

- Turning out the present reality of Managers' capacity of the Records - Archives Branches by our surveys.

- On those results, we strongly suggest the criteria for evaluating Managers' capacity of the Records - Archives Branches under Department of Home Affairs and propose to Ministry of Home Affairs to carry out the Circular on “Criteria of the managers of the records and Archives Branches of provinces and cities under central government” by our drafts.

Practical applicability, if any: The findings of this study will be applied to help the People Committees of provinces and cities under central government assess the capacity of managers of records and archives Branches. Then, propose specific measures to further improve in training, retraining, planning, appointing officials to this position as well as implementing better management of records and archives field at locality.
