Summary of the thesis resultsBased on research into the functions, duties, powers, and organizational structure of the Provincial Archives and Records Management Sub-department; the current state of leadership, management, and operational capacity of the Heads of the Archives and Records Management Sub-departments in 63 provinces/cities; and the standards prescribed for positions in the field of archives and records management, notably the Ministry of Interior's regulations stipulating standards for the Director of the Provincial/City Archives Center under the Central Government, according to Decision No. 62/2005/QD-BNV, this research project..."Research on developing criteria for evaluating the competence of the Head of the Archives and Records Management Department under the Department of Internal Affairs"This presentation provides a general overview of the functions, duties, powers, and organizational structure of the Provincial/City Archives and Records Management Sub-Department. Based on this, we can understand the role of the Head of the Archives and Records Management Sub-Department in the state management of archives and records at the local level. It also reveals the current capabilities of the Heads of Archives and Records Management Sub-Departments through the results of the surveys we collected. This allows us to gain a proper understanding and assessment of the capabilities of the Heads of Archives and Records Management Sub-Departments in provinces/cities today.
Based on the results of the survey assessing the competence of the Head of the Archives and Records Management Department, we boldly propose a set of criteria for evaluating the competence of the Head of the Archives and Records Management Department, which will then be elevated to a set of Standards for evaluating the Head of the Archives and Records Management Department under the Department of Internal Affairs. We also request the Ministry of Internal Affairs to issue a Circular stipulating the standards for the Head of the Archives and Records Management Department in provinces and centrally-administered cities, according to the draft Circular we have prepared. This is a practical contribution to the draft Government Decree stipulating the standards for managerial positions of civil servants in state administrative agencies, which is currently being reviewed by the Ministry of Internal Affairs and the Government Office.
11. Practical applicationsThe research findings of this project, when applied, will provide the People's Committees of provinces and centrally-administered cities with a basis for evaluating the capacity of the Heads of the Archives and Records Management Departments. From there, they can propose specific measures to further improve the training, development, planning, and appointment of officials to this position, as well as to better implement state management of archives and records management at the local level.
12. Future research directionsContinue to explore and research the criteria for evaluating the competence of officials working in document management and archiving at both central and local levels.

The thesis: “Study and establish criteria for evaluating Managers' capacity of the Records - Archives Branches underDepartment of Home Affairs" has found:
- Overview of functions, tasks, powers, organizational structures of the Provincial Records - Archives Branches.
- The roles of manager of the Records - Archives Branches on records and archives management at local level.
- Turning out the present reality of Managers' capacity of the Records - Archives Branches by our surveys.
- On those results, we strongly suggest the criteria for evaluating Managers' capacity of the Records - Archives Branches under Department of Home Affairs and propose to Ministry of Home Affairs to carry out the Circular on “Criteria of the managers of the records and Archives Branches of provinces and cities under central government" by our drafts.
11. Practical applicability, if any: The findings of this study will be applied to help the People Committees of provinces and cities under central government assess the capacity of managers of records and archives Branches. Then, propose specific measures to further improve in training, retraining, planning, appointing officials to this position as well as implementing better management of records and archives field at locality.
12. Further research directions, if any: Continue to study the criteria on capacity assessment for officials working in records and archives in both central and local levels.
