10. Summary of thesis results:
- Grassroots research activities in Dong Nai province in recent times have had a number of topics/projects, however, the research fields are not yet diverse. Research content is diverse but unevenly distributed across fields, mainly focusing on agriculture, rural areas, information technology, and industry.
- The budget for science and technology activities in general and scientific research in particular is still limited, allocated annually according to the resolution of the District People's Council, not ensuring 2% of the total district budget expenditure.
- The organization and implementation of macro-financial institutions in scientific research activities still has many shortcomings: the preparation and synthesis of estimates lack basis and are rigid in the fiscal year; the allocation of estimates is delayed; the use of the budget is scattered; the inspection, supervision, and direction of management agencies are still sketchy, formal, and untimely; the application of research results is low.
- The 50/50 financial policy between the province and the district in scientific research in Dong Nai province has contributed to promoting the development of grassroots scientific research activities. However, when implementing this policy, there are still many obstacles.
- The biggest obstacle is the macro-financial institution (provincial level) because up to now, no competent authority has developed or issued legal documents to organize the implementation of this special financial policy of Dong Nai province in a synchronous and effective manner from registration procedures, budget preparation, funding allocation, implementation and financial settlement...
- The obstacle due to the risk nature of the research must also be taken into account because not all research will be successful. An open and appropriate financial policy will encourage the results of scientific research by local teams of enterprises, districts and scientists at Institutes/Universities to participate; at the same time, it will reduce risks and bring high efficiency. On the contrary, risks increase when the financial policy is not close to reality, lacks incentives, lacks clarity and transparency.
11. Practical application:
Identifying the factors that hinder the implementation of the 50/50 financial policy between the province and the district in scientific research in Dong Nai province helps managers recognize the problems and limitations of this policy. From there, managers, along with the solutions proposed in this thesis, can propose comprehensive solutions to overcome the limitations and shortcomings, and improve the effectiveness of implementing this policy for scientific research activities at the grassroots level.
12. Further research directions:
From the results of the research in this thesis, with the ultimate goal of mobilizing social resources together with the state to bring science and technology into production and business at the grassroots level, at enterprises, because they are the foundation of the economy, the author orients in the future to study a new financial policy for scientific research activities at the grassroots level, including investment mechanisms for science and technology at the grassroots level, supporting capital sources, and appropriate management mechanisms for science and technology activities at the district level to help localities and scientists develop scientific research activities effectively.

11. Summary of the findings of the thesis:
- In the past time, science research activities in Dong Nai province at the fundamental level (district level) had attracted some projects but the number of these projects were not abundant. The search's contents were diversified but they were delivered unequally on fields. They mainly focused on many fields of agriculture, countryside, information technology and industry.
- The capital of science and techonology in general and science research in particular is limited that it has not reached 2% of the total expenditure of the local budget, that under the resolution of the District People's Council.
- The financial system for R&D in our country is placed in the same category with the type agencies “administrative – career” and is administration of a profound nature. Research activities are considered as administrative work and other business.
- The organization and implementation of macrofinancial institution have gotten some difficulties, for examples: building and making estimates without foundation, delivering estimates slowly, using budget unsuitably, supervising without care, directing untimely and the results of research undisplayed.
- The financial 50/50 policy among the province and district in science research in Dong Nai province has contributed to push the development of the activities of science research in the secondary level.
- The biggest obstacle factor is the macrofinancial institution (provincil level) because the local government until now hasn't built any legal documents to apply conprehensively and effectively such as: the way to register, making estimates, allocating budget, drawing accounting and so on.
- The factor hampered by the risk characteristics of scientific research must also concern because research has not always succeeded. A fiscal policy is clear and consistent scientific findings will encourage the team in the local of business, the district and the scientists at the scientific Institute/University of participation; also reduce risk and provide high efficiency. In contrast, the risk increases when fiscal policy is not realistic, lack of encouragement, lack of clarity and transparency.
12. Practical applicability, if any:
The emerging obstacle factors of applying the financial 50/50 policy among the province and district in science research in Dong Nai province helps the local government recognize the matters, limitations of this policy. For these reasons, the Goverment are able and the solutions of this thesis can deliver some complex appropriate solutions to overcome the above limitations and enhance the effectiveness of the implementation of this policy in regard to the activities of science research in the secondary level.
13. Further research directions, if any:
From the results of the research in this thesis, with the ultimate objective is to mobilize social resources with the state putting science and technology in production and business establishment, in business, because they are the foundation of economy, the author-oriented future studies a fiscal policy new to research scientific basis, including investment mechanism for S&T grounds support funds, the management mechanism suitable for S&T activities at district level to enable local scientists to develop scientific research activities effectively.
