The quality of health insurance for the poor is still low, not meeting the needs and aspirations of the poor. The use of health insurance cards by the poor is affected by a number of barriers in terms of infrastructure, old and outdated machinery and equipment, complicated administrative procedures, long waiting times, lack of responsibility of medical staff at medical facilities, access to and use of health services is still difficult, awareness of the rights of the poor when participating in health insurance is limited, affecting the access and use of health services while the poor have high demand for health insurance, inequality in health insurance and health care for the poor still occurs. quite common.
