10. Summary of thesis results:
The thesis has studied and pointed out the barriers in the process of implementing the autonomy policy at universities in Vietnam in general and the University of Construction in particular. Assessing the current situation at the University of Civil Engineering, although the school has a Board of Directors and has implemented partial autonomy in enrollment, training, staff development, etc., it is not financially autonomous, so it still operates the school according to the model of the subsidy period, so it is still stagnant, has not created initiative in performing tasks throughout the school, has not encouraged employees, the management of lecturers and employees is still loose, there is a lack of sanctions, leading to waste of time and labor, so the income is not high. Meanwhile, legal documents such as the resolution of the Central Executive Committee of the Party, the Law amending a number of articles of the Law on Higher Education, Decree 99 of the Government as well as documents and resolutions of the Party Committee of Hanoi National University of Civil Engineering all affirm that TCĐH is necessary and that the study of the model of university management in the direction of TCĐH at Hanoi National University of Civil Engineering is urgent in the current situation.
Based on the assessment of the situation and current status as well as identifying the issues that need to be resolved, the Thesis has identified 03 main barriers in the process of implementing the autonomy policy of universities in our country in general, including: The legal management system is still lacking, incomplete, and not consistent in all areas of work in universities to meet the conditions for university autonomy; The capacity of university management staff is still limited in implementing university autonomy; Difficulties in financial resources and equipment, classrooms, workshops, practice rooms, and laboratories serving teaching and learning while the main source of revenue is still from tuition fees.
With the University of Construction, the author identified 4 (four) barriers in implementing the autonomy policy: barriers in management documents guiding implementation, in organizational structure and personnel, in finance and facilities, and in academics.
From the identification of barriers in the process of implementing the autonomy policy of universities, the thesis has proposed 4 (four) groups of solutions to overcome barriers in implementing university autonomy at domestic universities and the University of Civil Engineering, which are: Developing documents, regulations, and rules on university autonomy; Completing the organizational and personnel apparatus, improving management capacity; Improving the capacity for financial and material autonomy; Improving the capacity for self-responsibility in inspection and evaluation to promote more effective implementation of university autonomy.

Practical applicability: From the proposals in the author's Thesis, the Ministries and Departments need to develop a separate law to propose to the National Assembly for approval in order to create unity in implementing university autonomy. It is necessary to establish a committee or a standing Government agency to help resolve difficulties in the process of implementing autonomy of higher education institutions; Build a roadmap for autonomy of the entire higher education system in relative correlation with the higher education system in the world; - For the University of Construction: Focus on raising awareness of the leadership team and staff of the schools about implementing university autonomy; decentralize and give authority to units in the school to expand revenue sources and allocate expenditures; train to improve financial management capacity for units; regulate financial accountability between levels; organize internal control activities and financial disclosure...

The thesis has researched and pointed out the barriers in the process of implementing the autonomy policy at universities in Vietnam in general and the National University of Civil Engineering in particular. Assessing the current situation at Hanoi University of Education and Training, currently, although the university has a training council and has been assigned some autonomy such as enrollment, training, and staff development, it is still not financially autonomous, so it still operates. Lack of sanctions, leading to waste of time and labor, so the income level is not high. Meanwhile, the legal documents such as the Resolution of the Central Committee of the Party and the amending Law of Higher Education, the Decree 99 of the Government as well as the guiding documents and resolutions of the Party. The committees of the HUCE are all confirmed that the university autonomy is necessary and that the study model of the university governance in the direction of autonomy is really urgent in the current situation.
On the basis of assessing the situation and reality as well as identifying problems to be solved, the thesis has identified three main barriers in the process of implementing the autonomy policy of universities in our country in general, including:: The legal system is still lacking, incomplete, not synchronized in all areas of work in the university to meet the university autonomy conditions; The capacity of the management staff of the University is still limited in implementing university autonomy; Difficulties in financial resources and equipment, classrooms, workshops, practice rooms, experiments for teaching and learning while the main source of income is still from tuition fees.
With the National University of Civil Engineering, the author identified four (four) barriers when implementing the autonomy policy, which are: barriers on management documents and implementation guidelines, on organizational structure and personnel, on financial and academic facilities.
From the identification of barriers in the implementation of the autonomy policy of universities, the thesis has proposed 4 (four) groups of solutions to overcome barriers in the implementation of university autonomy at universities. in the country and the NUCE are: Developing documents, regulations and regulations on university autonomy; Improve organizational structure and personnel, improve management capacity, improve autonomy in finance and facilities; Improve self-responsibility for examination and assessment to promote more effective implementation of university autonomy.
