The thesis has contributed to clarifying some basic theoretical issues of information resource development in information and library activities such as clarifying the concept of information resources, developing information resources; pointing out factors affecting information resource development; studying the current status of information resource development and giving comments and assessments on the current status of information resources as well as information resource development activities at the Information Center - Library of the Vietnam Youth Academy. Based on theoretical research and practical surveys, the thesis has proposed some solutions to develop information resources to better meet the information needs of information users at the Vietnam Youth Academy.

The research results of the thesis can be applied in the development of information force at the Vietnam Youth Academy in the current period and the following years.

The result of the thesis meets initially all of the purpose he the task set out in the thesis. Specifically, the thesis resolves the basic theoretical problems of information resources development in operation of Information – Library; researches actual state, evaluates the development of information resources he the state of information resources at the Information library of Vietnam Youth Accademy. Since then, the thesis proposes feasible solutions to improve the quality of information resources development activity and satisfy the need of users at Library.
