The content, achievements as well as the shortcomings and solutions of China for reforming the scientific and technological institutions have also been analyzed and clarified in the thesis.

Tuesday,The thesis has clearly stated the current status of the management and development policy mechanism of science and technology in Vietnam in recent years through analyzing and evaluating some basic issues such as: financial mechanism, human resource management mechanism of science and technology... In addition, the thesis has proposed suggestions to contribute to innovating the mechanism and policy of management of science and technology development in Vietnam in accordance with practical needs.

First, the Thesis provides the concept of institution of sciences and technology reform. Moreover, the thesis analyzes the including internal and external reasons which lead to the reform of reasons of sciences and technology institution in China.

Second, the Thesis analyzes the context and summarizes the process of the sciences and technology institution reform in China. From this, the Thesis current situation of the sciences and technology institution reform: achievements, existing problems. Besides, the Thesis study China's solutions of sciences and technology institution reform.

Third, the Thesis indicates current situation of mechanism, policies for managing and developing Vietnam's sciences and technology through analyzing financial mechanism, mechanism of managing human resources for sciences and technology etc. Moreover, the Thesis suggests some solutions for reforming mechanism and management policies for developing sciences and technology of Vietnam corresponding to practical need.
