previous, the Thesis provides the concept of institution of sciences and technology reform. Moreover, the thesis analyzes the including internal and external reasons which lead to the reform of reasons of sciences and technology institution in China.

Second, the Thesis analyzes the context and summarizes the process of the sciences and technology institution reform in China. From this, the Thesis current situation of the sciences and technology institution reform: achievements, existing problems. Besides, the Thesis study China's solutions of sciences and technology institution reform.

Third, the Thesis indicates current situation of mechanism, policies for managing and developing Vietnam's sciences and technology through analyzing financial mechanism, mechanism of managing human resources for sciences and technology etc. Moreover, the Thesis suggests some solutions for reforming mechanism and management policies for developing sciences and technology of Vietnam corresponding to practical need.
