This thesis has contributed to clarifying some basic theoretical issues of developing reading culture for students at Vinh Phuc College, such as clarifying the concepts of culture, reading culture, development, and the development of reading culture; identifying factors affecting the development of reading culture; researching the current state of reading culture development; and providing observations and assessments on the current state of reading culture development among students at Vinh Phuc College. Based on theoretical research and practical surveys, the thesis has proposed several solutions for developing reading culture to improve reading ability and utilize human resources of students at the library to make the library operate more effectively.

Thesis has contributed to clarifying some basic theoretical issues of the development of reading culture for students at Vinh Phuc College such as Clarify concepts like culture, reading culture, development and develop reading culture; state the factors affecting the development of reading culture; study and give out evaluations to the situation of developing students' reading culture at Vinh Phuc College. Besides, on the basis of theoretical studies and actual surveys, the thesis has recommended some solutions to develop reading culture in order to improve students' readability as well as human resources using in the library, which aims at making the library operate more efficiently.
