The relationship between Vietnam and the Russian Federation is a long-standing traditional one, having gone through various ups and downs. Entering the 21st century, the volatile global political situation has forced each country to adapt its foreign policy accordingly. Vietnam and the Russian Federation are no exception to this rule.

After President Putin came to power, he implemented a policy of multilateralism and diversification in foreign relations. Due to the failures of its pro-Western policy, Russia pursued an eastward-looking policy to balance its power in the Asia-Pacific region. In this strategy, Vietnam plays a particularly important role for the Russian Federation because of its geopolitical and geoeconomic position, and its status within ASEAN. Vietnam serves as a bridge for Russia to enter Southeast Asia.

The thesis also reviews important historical milestones in the bilateral relationship and the great achievements that the two countries have made in the fields of politics and security-defense over the past two decades of the 21st century, through a series of visits by leaders of the two states, governments and ministries, along with important documents signed between the two countries in these two fields.

The thesis also analyzes the advantages and disadvantages and forecasts the prospects of this relationship until 2030, and proposes some solutions to strengthen Vietnam-Russia relations in the two aforementioned areas.
