10. Summary of the thesis results:

This thesis addresses the entire theoretical framework of human resource management in information and library services in general, and specifically in university information and library institutions. Specifically, it examines the concepts and content of human resource management in information and library services, the factors influencing human resource management in information and library services, and the role of human resource management in information and library services. Simultaneously, the thesis also investigates the practical basis of human resource management in information and library services at the Banking Academy. Based on theoretical foundations, this thesis highlights the current state of human resource management at the Information and Library Center of the Banking Academy through statistical data and assessments of the quality of specific activities: human resource capacity, factors affecting human resource management, and the main contents of human resource management including planning, recruitment, utilization, training, and compensation policies. The thesis provides observations and assessments of human resource management, pointing out strengths and weaknesses that need to be addressed.

Based on the results of theoretical and practical research on human resource management in the Information and Communication Technology (ICT) sector at the Banking Academy, the author proposes feasible solutions, suitable to practical conditions, to improve the effectiveness of human resource management, including:

1) Enhance the capacity of human resources and management staff.

2) Adjust policies, models, and styles of human resource management.

3) Improve the conditions affecting human resource management.

11. Practical applications:

This thesis makes a significant contribution to perfecting the theoretical system of human resource management in information and library activities. The thesis also affirms the crucial role of human resources in information and library institutions. In particular, its practical application serves as a basis for the leadership of the Information and Library Center of the Banking Academy to refine related documents and develop short-term and long-term human resource development strategies.

Furthermore, this thesis serves as a useful reference for Vietnamese university libraries in general, and for universities with a human resource management model for information and library services that is relatively similar to that of the Banking Academy in particular, in order to best meet the training and scientific research needs of the university.

12. Future research directions:

Based on the research findings of this thesis, the scope of research on human resources in all member libraries of the Banking Academy can be expanded to include libraries belonging to branches and training facilities; and solutions for management based on a collaborative model between the main library and member libraries at the Banking Academy and other universities with similar information and library human resource management models can be proposed.

10. Summary results of the thesis:

The thesis provides a comprehensive theoretical framework on human resource management in library science in general and in the information - library units in universities in particular. It includes the concepts, the roles, contents and affecting factors to human resource management in libraries. Based on the theoretical framework, the thesis highlights the current status of human resource management at the Information and Library Center of Banking Academy through deep analyzes of the statistics, assessment of qualification of human resources and exploring factors affecting the management, including: strategic planning, recruitment, use of labor, training, and welfare policies. By evaluating the human resource management at the Information and Library Center of Banking Academy, the thesis points out disadvantages and weaknesses that need to be addressed. Based on the theoretical and practical research findings of the thesis, the author raises a series of feasible solutions which are considerably appropriate with the reality in order to improve the effectiveness of the human resource management at the Information and Library Center of Banking Academy, including:

1) To improve capacity of human resources and the leadership of managers.

2) To adjust the policies, paradigms, and management styles of human resources.

3) To improve conditions affecting personnel and human resource management.

11. Applicability in reality

The thesis provides an important contribution in improving the theories on human resource management in information and libraries, reflecting the important role of libraries and information human resources. Based on the results of the thesis, the Board of directors of the Information and Library Center of Banking Academy will improve strategic plans for developing the human resources in short-term and long-term goals.

In addition, the thesis is also a value added to the source of references for university libraries in general and/or for the university libraries which have the same management structure with Banking Academy in order to better meet the scientific research and training needs.

12. Suggested follow-up reseach:

It is suggested that the scope of the research be extended in the central library and the member libraries, and other training libraries with in Banking Academy; in order to develop a model for combination between the center library and the member libraries at Banking Academy or to look for a solution in which all the university's libraries have the same model with Banking Academy.
