This thesis clarifies the current state of propaganda on the development of Vietnam's shrimp industry on regional television in the Southern Mekong Delta to demonstrate the necessity of the press and television in disseminating the policies and guidelines of the Party, State, and local authorities on shrimp industry development in the past and in the future. From this, it highlights the important role of the press, especially television channels, in fulfilling the four functions of journalism: information, education, social monitoring and criticism, and creating and reflecting public opinion. These functions are always linked to four key issues in information and propaganda for the development of Vietnam's shrimp industry. These are: promoting the potential of the natural conditions of the Southern Mekong Delta region in general, and Bac Lieu, Ca Mau, and Soc Trang in particular, in adapting to the effective and sustainable development of the shrimp industry; promoting the application of high technology in shrimp farming models to create quality products free from chemical and antibiotic residues; Investing in the development of the shrimp industry should be based on a systems thinking approach and value chain principles, where businesses play a leading role and are the driving force of the entire value chain; reorganizing production towards cooperation and linkages among small-scale production facilities to create large-scale concentrated raw material production areas, forming a hub for linking with businesses supplying input materials and consuming products.
Furthermore, the thesis developed a set of evaluation criteria, content, and format to serve as a basis for comparison, contrast, and commentary on the quality of the programs within the surveyed scope. In particular, it specifically analyzed the forms of content presentation in each journalistic genre to find the most appropriate and effective methods of communication for the aquaculture sector.
First, the author clearly identifies four major issues that need to be addressed in communication work: the need to change communication methods to keep pace with Industry 4.0; proactively taking control of information, providing official, rich, timely, and accurate news to the people; innovating communication methods with a high degree of interaction; and calling for shared responsibility in communication work from specialized agencies and all levels of government, from central to local. Furthermore, the author also draws many lessons learned in disseminating information about the development of Vietnam's shrimp industry on television. These include identifying the target audience, closely following public needs, enhancing the interactive function of the press with the public, and especially striving to apply scientific and technological advancements in television production to improve competitiveness with social media platforms, while simultaneously providing the public with a practical, convenient, easy-to-watch, and high-quality television channel.

Building linkages between local broadcasting stations is essential for implementing key communication programs to accelerate the development of the shrimp industry in line with the national strategy.
Improving the quality of human resources: This proposal is not new, but it is extremely necessary to strengthen the responsibility and role of leaders in managing and assigning tasks. At the same time, reporters and editors must constantly innovate their thinking and working methods, avoiding formulaic and uncreative approaches to journalism and editing.
