The thesis has clarified the current situation of propaganda work on the issue of developing the Vietnamese shrimp industry on television in the South of Hau River to demonstrate the necessity of the press and television in disseminating the guidelines and policies of the Party, the State and local authorities on the development of the shrimp industry in the past and the future. From there, it highlights the important role of the press, especially television channels, in performing well the four functions of the press: information, education, supervision and social criticism, creating and reflecting public opinion. These functions are always associated with the four key issues of information and propaganda for the development of the Vietnamese shrimp industry. That is, propaganda about the potential natural conditions of the South of Hau River region in general, Bac Lieu, Ca Mau, Soc Trang in particular in adapting to the development of the shrimp industry effectively and sustainably; propaganda about the application of high technology in shrimp farming models, to create quality products, without chemical residues, antibiotics; Investing in developing the shrimp industry according to a systematic and value chain mindset, in which enterprises play a leading role and are the driving force of the entire value chain; Reorganizing production towards cooperation, linking small-scale production facilities to create large-scale concentrated raw material production areas, creating a focal point for linking with enterprises supplying input materials and consuming products.

In addition, the thesis has built a table of evaluation criteria, content, and form to serve as a basis for comparison, contrast, and comment on the quality of the program in the survey. In particular, it also specifically analyzed the forms of expressing propaganda content of each press genre to find the most suitable and effective propaganda method for the aquaculture sector.

First, the author clearly identifies four major issues that need to be recognized in propaganda work, which are the need to change to new propaganda methods to keep up with technology 4.0.
