Summary of thesis findings: Strengthening economic development and efforts to eradicate poverty in Khmer communities is crucial for achieving equality among ethnic groups and significantly contributing to resolving the root causes of potential ethnic conflicts. Continuing to promote poverty eradication, especially for the Khmer people in the Southwestern region, requires focused research on solutions and conditions to help the Khmer people escape poverty in a practical way.

Poverty has been and continues to affect people's development. Raising awareness about poverty eradication is crucial to understanding the importance of preventing and combating poverty, and to mitigate future damage caused by it. It is now extremely necessary for us to act urgently to prevent and combat poverty and its recurrence.

Over the past period, Dat Mui Photo Newspaper has made significant contributions to disseminating information about poverty reduction policies for the Khmer people, but the effectiveness has not been high. This is because local newspapers always face considerable pressure in selecting events to report to the community, due to the viewpoints of the local government as well as the parochial views of the majority of the newspaper's leaders. Furthermore, most of the information and events presented to the public are celebratory, rarely exposing negative aspects of the local situation.

This thesis has addressed and resolved the following fundamental issues: Promoting the role of Party committees and government in leadership, guidance, planning, and solutions for each region and stage... and mobilizing community strength in implementing the Party and State's policies on poverty prevention and control through propaganda on poverty alleviation to raise awareness, learn from experience, enhance responsibility, change behavior, and achieve effective results.

Strengthening the leadership of press agencies in directing, coordinating, and providing information in the dissemination of information on poverty alleviation is crucial. It is necessary to recognize the importance of poverty alleviation, categorize target groups for effective communication, train a team of journalists specializing in poverty alleviation writing, and provide financial support for the publication of bilingual newspapers.

This study systematizes and clarifies the basic theories on poverty reduction; affirms the role and position of the Khmer people in the country's development; provides an overview of the Khmer region and people in the Southwestern part of Vietnam; and defines the role of print media in poverty reduction.

The survey clarified the advantages and limitations of propaganda work in general and the Vietnamese-Khmer bilingual newspaper in particular. The richness, diversity, and up-to-date nature of information and journalistic works are still lacking; the quality of publications does not yet meet the needs of the public and the Khmer people. This limits the access to information for the Khmer community.

The thesis proposed a system of solutions to improve the quality and effectiveness of disseminating information about ethnic policies to the Khmer people, targeting both relevant agencies and leaders of media organizations.

10. Supervisors: Improving economic development and reducing poverty effortfully in Khmer's living area are actions of rights to equal Ethnic groups. They also play a significant role in solving profound cause for ethnical conflict. To eliminate hunger and to reduce Ethnic poverty, especially Southwestern Khmer, it is necessary to focus on researching solutions and conditions which help Khmer escape their poverty.

Poverty has been incubating people developing. Propagandizing poverty reduction is to enhance people aweareness about the importance of preventing poverty and restricting the future damage that causes from poverty. It is imperative to prevent poverty and reimpoverishing at this moment.

Over this period, Dat Mui Illustrated Magazine has made great contributions to propaganda on poverty reduction policies for Khmer people, but its effectiveness is not high. Because the local press is always under a great pressure to choose events to convey to the people, due to the views of the local authorities as well as the local views of most media leaders. In addition, most of the information and events raised public opinion were to praise but rarely describe the negative local expressions.

This thesis has mentioned and resolved the following basic contents: Promoting the role of Party committees and authorities in the leadership, planning and building solutions for each region, each period ... and mobilize community strength in the implementation of the Party and State's policies on poverty prevention and control through propaganda on poverty alleviation to make people aware, learn from experience and improve Responsibility to change behavior, effective implementation.

Strengthening the leadership of press leaders in the direction, coordination and information provision in poverty reduction propaganda, recognizing the importance of poverty alleviation categorize objects to propagate and train a team of specialized journalists to write about poverty reduction, to support funding in the distribution of bilingual newspapers.

Systemize and clarify basic theories about poverty alleviation; affirming the role and position of the Nation in the country's development; the concept of the Khmer land and people in the South West, the concept of printed newspapers in the issue of poverty reduction.

Through the survey, clarifying the advantages and limitations of propaganda in general and the Vietnamese - Khmer bilingual newspaper in particular. The richness, diversity, and combativeness of information and many press works are not high; The quality of publications has not actually met the needs of the public and the Khmer people. Since then, it limits the reception of information to the public who is the Khmer people.

Proposing a system of solutions to improve the quality and effectiveness of propaganda on ethnic policies for Khmer people to functional agencies and leaders of press agencies.
