10. Summary of thesis results: The thesis achieved the following basic results:

- Clarifying the important role of the grassroots political system and building a strong grassroots political system is an objective and necessary requirement in the current period.

- Identify the limitations and shortcomings of the current grassroots political system in Ha Tinh province.

- Propose fundamental solutions to further improve the current grassroots political system in Ha Tinh province, aiming to enhance the effectiveness of the grassroots political system in Ha Tinh province and contribute to the successful implementation of the local political tasks in the new revolutionary period.

This thesis can serve as a reference document to help Party committees at all levels in Ha Tinh province have objective and scientific grounds to formulate specific policies and solutions to continue building a strong political system at the grassroots level, in conjunction with effectively implementing the Party's policies and resolutions, especially Resolution No. 4 of the Central Committee (11th term).Some pressing issues concerning Party building today.” and Conclusion No. 64-KL/TW, dated May 28, 2013, of the Central Committee of the 11th Party Congress onContinue to innovate and improve the political system from the central to the local level.This thesis serves as a basis for proposing measures to innovate the content and methods of operation of the Fatherland Front and grassroots mass organizations in the province. Initially, it can be used as a reference document for Party committees and authorities at all levels to prepare personnel for the grassroots Party congresses for the 2015-2020 term and the elections of People's Councils and People's Committees at all levels for the 2016-2021 term, in accordance with the spirit of Directive 36-CT/TW, dated May 30, 2014, of the Politburo of the 11th Party Congress. At the same time, it can be used as a reference document in teaching and learning Marxist-Leninist science and Ho Chi Minh Thought in universities, colleges, vocational high schools, the Provincial Political School, and district-level political training centers in the province.

11. Practical applicability: This can be applied in developing policies and strategies to further enhance the capacity and effectiveness of the grassroots political system in Ha Tinh province in future terms.

- Propose basic solutions that continue to improve the regional political system in Ha Tinh province today, in order to further improve the performance of the political system of Ha Tinh province, to contribute successful implementation of the tasks of local politics in the new revolutionary stage.

This thesis can be used as references to help the Party committees of Ha Tinh province has objective, scientific grounds to devise policies and specific measures to further develop the political system , associated with the effective implementation of policies and resolutions of the Party, particularly the Central Resolution 4 (XI) "Some urgent issues of building the current Party" and Conclusion 64 KL / TW dated 05.28.2013 ofCentral Committee of the Communist Party (XI)about continuing to innovate and finish political system from the central to grassroots levels.GivenThesis is a basis to propose measures of innovation content, mode of operation of the Fatherland Front and mass organizations in the locality.
