Chapter 1. Theoretical and legal basis for building a criteria framework for evaluating office activities

In Chapter 1, the author presented basic theoretical issues related to office activities and digital transformation in the administrative field, and established a scientific basis for building a criteria framework to evaluate digital transformation results. Based on the concepts of office activities, digital transformation and criteria framework, this chapter clarifies the relationship between modern administrative management and digital capacity of the organization. In addition, the chapter also analyzes the system of important legal documents of the State, including Decision 765/QD-BNV (2021), Decision 4740/QD-BGDDT (2022) and Decision 2361/QD-BTTTT (2024), as a legal basis for implementing digital transformation in administrative agencies and higher education institutions. From there, Chapter 1 forms the theoretical framework and legal corridor necessary for building criteria for evaluating office activities in the direction of digitalization, while pointing out the role, significance and requirements of the digital transformation process in the context of the 4.0 Industrial Revolution.

Chapter 2. Building a criteria framework to evaluate digital transformation results in office activities at the University of Social Sciences and Humanities

In Chapter 2, the author focused on analyzing the current state of office operations and the level of digital transformation implementation at the University of Social Sciences and Humanities - VNU, thereby identifying strengths, limitations and causes. Based on the theory and law presented in Chapter 1, the author described the proposed evaluation criteria framework consisting of three large groups: (1) Digital transformation policy; (2) Technology infrastructure and digital applications; (3) Digital transformation in office operations. The criteria framework was tested through a survey of 90 officers and specialists in functional departments and faculties, combined with in-depth interviews with the School's leaders and Deputy Head of the General Administration Department. The results of this survey are the practical basis for proposing solutions to complete the criteria framework in Chapter 3.

Chapter 3. Proposal to complete the criteria framework for evaluating digital transformation results in office activities at the University of Social Sciences and Humanities

In Chapter 3, the author focuses on proposing groups of solutions and recommendations to improve the effectiveness of digital transformation in office operations and perfect the evaluation criteria framework. Based on the results of the actual survey, this chapter proposes three main directions: (1) a group of solutions to improve the effectiveness of digital transformation, including developing digital capacity and culture, perfecting policy mechanisms, investing in infrastructure, standardizing processes, strengthening digital monitoring and cooperation; (2) a group of solutions to perfect the criteria framework; (3) Recommendations for individuals and organizations. With three key contents being perfecting the content, form and implementation organization. In addition, Chapter 3 also presents the process of applying the criteria framework in management practice, determining the cycle, responsibilities and how to synthesize evaluation results. These proposals aim to help the University clearly quantify the level of digital transformation, promote transparency, improve governance capacity and gradually build a modern digital office model, in line with the digital university development orientation of Hanoi National University and the national strategy on digital transformation in higher education by 2030.

11. Practical applicability

The thesis topic "Building a criteria framework to evaluate the results of digital transformation in office activities at the University of Social Sciences and Humanities" has the potential for high practical application in the administrative management of the University. First of all, the proposed criteria framework can be used as an internal assessment tool to help measure, monitor and improve the effectiveness of digital transformation in departments, faculties and affiliated units. Applying this criteria framework will support the University's leaders in making data-based decisions, identifying strengths and weaknesses in the digitalization process and promptly adjusting appropriate policies. In addition, the research results can also be replicated as a reference basis for other member units in the Hanoi National University system or higher education institutions with similar conditions. On a broader scale, this criteria framework contributes to standardizing electronic office administration, promoting the formation of a digital working culture in administrative agencies, in line with the Government's orientation for digital university development in the 2025-2030 period.

In Chapter 1 the author presents fundamental theoretical issues related to office activities and digital transformation in the administrative sector, while establishing the scientific basis for building an evaluation criteria framework for digital transformation outcomes. Based on the concepts of office activities, digital transformation, and evaluation frameworks, this chapter clarifies the relationship between modern administrative management and the digital capacity of organizations. In addition, the chapter analyzes key legal documents issued by the Government, including Decision No. 765/QD-BNV (2021), Decision No. 4740/QD-BGDDT (2022), and Decision No. 2361/QD-BTTTT (2024), which serves as the legal foundation for implementing digital transformation in administrative agencies and higher education institutions. Consequently, Chapter 1 establishes the theoretical framework and legal corridor necessary for developing evaluation criteria for office activities in the direction of digitalization, while highlighting the role, significance, and requirements of the digital transformation process in the context of the Fourth Industrial Revolution.

The thesis entitled “Developing an Evaluation Criteria Framework for Digital Transformation Outcomes in Office Activities at the University of Social Sciences and Humanities” demonstrates high potential for practical application in the University's administrative management. First, the proposed framework can serve as an internal assessment tool to measure, monitor, and improve the effectiveness of digital transformation across departments, faculties, and affiliated units. Applying this framework will support the University's leadership in making data-driven decisions, identifying strengths and weaknesses in the digitalization process, and promptly adjusting policies accordingly. In addition, the research findings can be extended as a reference model for other member institutions within Vietnam National University or for higher education institutions with similar conditions.
