This thesis assesses the reasons that prompted China to carry out military reforms, identifying both internal and external influencing factors. Particularly in the period since the 18th Party Congress, with continuous development in the economic, scientific, and technological fields, and especially with its enhanced international standing and role, China's "fifth generation of leaders," headed by General Secretary and President Xi Jinping, has gradually prepared and implemented the process of reforming the Chinese military.
Currently, China has achieved significant initial successes in its reform process. Accordingly, China has made strong reforms to its leadership and command system, and the organizational structure of strategic-level units, initially forming a relatively complete leadership and command system. Although many difficulties and complexities remain, China possesses many fundamental advantages, so this current military reform will essentially be successful. In the future, China will accelerate the adjustment of military doctrine and strategy, and reform the organizational structure of operational and tactical-level units. With systematic and rigorous steps, from now until 2012 and beyond, the potential and strength of the Chinese military will be significantly enhanced, becoming a leading military force in the world.
Vietnam and China share many similarities, especially in politics.
