Chapter 1: The necessity of improving the operational methods of the People's Committee Offices at the provincial and centrally-administered city levels to meet the requirements of building e-government.

This thesis presents several concepts regarding offices, the operational methods of offices in general, the offices of provincial and centrally-administered city People's Committees, and e-government to assess the inseparable relationship between improving the operational methods of provincial and centrally-administered city People's Committee offices and meeting the requirements of building e-government, as well as the importance of this issue. In addition, the thesis clarifies the differences between e-government and e-administration.

Chapter 2: Current Status of the Operating Methods of the Office of the People's Committee of Hai Phong City in the Requirement of Building an E-Government

This chapter focuses on providing an overview of the Office of the People's Committee of Hai Phong City; listing the factors influencing its operational methods, thereby describing the current state of the Office of the People's Committee's operational methods; clarifying the strengths, weaknesses, opportunities, challenges, and causes of the limitations and shortcomings in the operational methods that the Office of the People's Committee is facing; and analyzing and evaluating the overall two-way relationship between the operational methods of the Office of the People's Committee and meeting the requirements of building an e-government.

Chapter 3: Improving the operational methods of the Hai Phong City People's Committee Office to meet the requirements of building an e-government.

Chapter 3 reflects the views and orientations of the trainees in improving the operational methods of the Office of the People's Committee of Hai Phong City to meet the requirements of building an e-government, thereby proposing specific solutions along with objectives, tasks, and measures to implement those solutions, including the effectiveness that the solutions can bring.

In this chapter, the thesis focuses on the overview of the Office of the People's Committee of Hai Phong City; lists factors affecting the operation mode, thereby describing the actual situation of the operation mode of the City People's Committee Office; clarifies strengths, weaknesses, opportunities, challenges as well as causes of limitations and weaknesses in the operation mode that the Office of the City People's Committee is facing; general analysis and evaluation of the two-way relationship between the operating mode of the City People's Committee Office and the e-Government building requirement.
