Chapter 1: The need to improve the operating methods of the Office of the People's Committee of the province and centrally-run city to meet the requirements of building e-Government

The thesis presents some concepts of the Office, the operation method of the Office in general, the Office of the People's Committee at the provincial and centrally-run city levels and e-Government to assess the inseparable relationship between improving the operation method of the Office of the People's Committee at the provincial and centrally-run city levels and meeting the requirements of building e-Government as well as the importance of this issue. In addition, the thesis also clarifies the difference between e-Government and e-Government.

Chapter 2: Current status of the operating method of the Office of the People's Committee of Hai Phong city in response to the requirement of building e-Government

In this Chapter, the thesis focuses on providing an overview of the Office of the People's Committee of Hai Phong City; listing the factors affecting the operating methods, thereby describing the current status of the operating methods of the Office of the People's Committee of the City; clarifying the strengths, weaknesses, opportunities, challenges as well as the causes of the limitations and weaknesses in the operating methods that the Office of the People's Committee of the City is facing; analyzing and generally evaluating the two-way relationship between the operating methods of the Office of the People's Committee of the City and meeting the requirements of building e-Government.

Chapter 2: Actual situation of the operating mode of the Office oftheHai Phong City People's Committee before the e-government building requirement

In this chapter, the thesis focuses on the overview of the Office of the People's Committee of Hai Phong City; lists factors affecting the operation mode, thereby describing the actual situation of the operation mode of the City People's Committee Office; clarifies strengths, weaknesses, opportunities, challenges as well as causes of limitations and weaknesses in the operation mode that the Office of the City People's Committee is facing; general analysis and evaluation of the two-way relationship between the operating mode of the City People's Committee Office and the e-Government building requirement.

Chapter 3: Improve the operation mode of the Office of the Hai Phong City People's Committee to meet the e-government building requirements.
