10. Summary of the thesis results: The main results of the thesis include:
The thesis has conducted research and evaluated the implementation of vocational training policies for rural workers in Moc and Pach districts, Xieng Khouang province (Laos); at the same time, it pointed out the resources involved in implementing the policy locally. The analysis has shown that vocational training policies in Moc and Pach districts have reached the right target and created jobs for rural workers. The majority of people of working age have participated in vocational training courses; in which the main vocational fields chosen by vocational learners are agriculture, handicrafts, and traditional occupations. During the learning process, people also received a lot of support from the policy, such as learning materials, tuition fees, accommodation, living expenses, etc. However, respondents also said that administrative procedures are a barrier in the process of accessing the policy. In addition, the research results also showed the participation of local authorities, policy officials, vocational training institutions, and enterprises. Each factor plays a certain role but is always linked to each other.
In addition, the thesis also studies the needs of rural workers in vocational training activities; in which, the occupations that rural workers want to be trained in are agriculture, animal husbandry, industrial engineering, and business. Most of them want to study at centers and schools in the locality or in neighboring areas. From there, the author of the thesis studies the evaluation of vocational training participants on the policies they currently enjoy. In general, the participants are satisfied with the vocational training policies being implemented in the locality. Based on the confirmation of the strengths and limitations in implementing the policy and the evaluation of vocational trainees, the author proposes a number of solutions to improve the effectiveness of vocational training policy implementation in Moc and Pach districts, Xieng Khouang province, Laos.
11. Practical applicability: From the research results, the thesis shows the desire and reality of vocational training participation of people in the two districts of Moc and Pach. At the same time, it also points out the difficulties that learners are facing. From there, it is possible to grasp the trend of vocational training and have directions to adjust the policies being implemented locally so that the implementation of the policies will be more effective in the future.
12. Further research directions: Study the suitability of knowledge and skills in practice of trainees who participated in vocational training programs in Xieng Khouang province, Laos.

10. Summary of the findings of the thesis:
The thesis has researched and evaluated the implementation of vocational training policies for rural workers in Moc district and Pach district, Xieng Khouang province (Laos). At the same time, this thesis has pointed out the stakeholders involved in implementing local policies. As indicated in this thesis, the vocational training policies in Moc and Pach districts have reached the right target groups and created jobs for rural workers. Most people in working age groups have been participating in vocational training courses; In which, agriculture, handicrafts, and traditional occupations are the main fields chosen by trainees. During the learning process, people also receive a lot of support from policies, such as learning materials, tuition, accommodation and living support, so on. However, respondents also said that administrative procedures are a barrier in the policy approach process. The research results also show the participation of stakeholders, including authorities at all levels, local officials, vocational training establishments, and local businesses in policy implementation in Moc and Pach. Each actor plays a specific role, but they are interconnected.
Besides, the thesis explores the needs of rural workers in vocational training activities. In particular, the professional fields that rural workers prefer to be trained in are agriculture, industrial engineering, and business. Most of them desire to study at local vocational centers and schools or in surrounding areas. From there, the author of the thesis investigated the vocational training participants' assessments. Participants were generally satisfied with the vocational training policies being implemented in Moc and Pach locally. Based on identifying the strengths and limitations of implementing the vocational policies and the evaluation of vocational trainees, the author proposes several solutions to improve the effectiveness of implementing vocational training policies in the Moc and Pach districts, Xieng Khouang province, Laos.
11. Practical applicability: From the research results, the thesis shows the desire and current situation of participating in vocational training of people in Moc and Pach districts. At the same time, it also points out the difficulties learners are facing. From there, we can grasp vocational training trends and find ways to solve the difficult learners encounter.
