10. Summary of thesis results: The main results of the thesis include:
This thesis investigates and evaluates the implementation of vocational training policies for rural laborers in Moc and Pach districts, Xieng Khouang province (Laos); and identifies the resources involved in implementing the policy at the local level. The analysis shows that vocational training policies in Moc and Pach districts have reached the right target group and created jobs for rural laborers. A large proportion of people of working age have participated in vocational training courses; the main vocational fields chosen by trainees are agriculture, handicrafts, and traditional crafts. During the training process, people also receive various forms of support from the policy, such as learning materials, tuition fees, accommodation, and living expenses. However, respondents also acknowledge that administrative procedures are a barrier to accessing the policy. Furthermore, the research results indicate the participation of various levels of government, local policy officers, vocational training institutions, and businesses. Each factor plays a specific role, but they are always interconnected.
Furthermore, the thesis explores the vocational training needs of rural workers; specifically, the fields of study they desire are agriculture, animal husbandry, industrial engineering, and business. Most of them prefer to study at centers and schools located locally or in neighboring areas. From this, the author investigates the participants' assessments of the current vocational training policies they benefit from. Generally, participants expressed satisfaction with the vocational training policies implemented in their localities. Based on identifying the strengths and weaknesses of policy implementation and the trainees' evaluations, the author proposes several solutions to improve the effectiveness of vocational training policies in Moc and Pach districts, Xieng Khouang province, Laos.
11. Practical Application: Based on the research results, the thesis reveals the desire and current situation of people in Moc and Pach districts to participate in vocational training. It also points out the difficulties learners are facing. From this, the study identifies trends in vocational training and suggests directions for adjusting existing local policies to improve their effectiveness in the future.

10. Summary of the findings of the thesis:
The thesis has researched and evaluated the implementation of vocational training policies for rural workers in Moc district and Pach district, Xieng Khouang province (Laos). At the same time, this thesis has pointed out the stakeholders involved in implementing local policies. As indicated in this thesis, the vocational training policies in Moc and Pach districts have reached the right target groups and created jobs for rural workers. Most people in working age groups have been participating in vocational training courses; In which, agriculture, handicrafts, and traditional occupations are the main fields chosen by trainees. During the learning process, people also receive a lot of support from policies, such as learning materials, tuition, accommodation and living support, so on. However, respondents also said that administrative procedures are a barrier in the policy approach process. The research results also show the participation of stakeholders, including authorities at all levels, local officials, vocational training establishments, and local businesses in policy implementation in Moc and Pach. Each actor plays a specific role, but they are interconnected.
Besides, the thesis explores the needs of rural workers in vocational training activities. In particular, the professional fields that rural workers prefer to be trained in are agriculture, industrial engineering, and business. Most of them desire to study at local vocational centers and schools or in surrounding areas. From there, the author of the thesis investigated the vocational training participants' assessments. Participants were generally satisfied with the vocational training policies being implemented in Moc and Pach locally. Based on identifying the strengths and limitations of implementing the vocational policies and the evaluation of vocational trainees, the author proposes several solutions to improve the effectiveness of implementing vocational training policies in the Moc and Pach districts, Xieng Khouang province, Laos.
11. Practical applicability: From the research results, the thesis shows the desire and current situation of participating in vocational training of people in Moc and Pach districts. At the same time, it also points out the difficulties learners are facing. From there, we can grasp vocational training trends and find ways to solve the difficult learners encounter.
12. Further research directions: Research on the practical relevance of knowledge and skills of students participating in vocational training programs in Xieng Khouang province, Laos.
