10. Summary of the thesis's conclusions:
Firstly, the thesis has contributed to clarifying the basis and characteristics of the Vietnam-Laos relationship; analyzing the content of consolidating and developing the Vietnam-Laos relationship in the new context in the fields of politics and diplomacy, defense and security, economy and culture, education and training, science and technology; and pointing out the role of consolidating and developing the Vietnam-Laos relationship in the new context, including the foreign policies of the two countries; the ideologies, goals and national interests; the achievements of more than 37 years of reform in both countries; and the global and regional situation.
Secondly, the thesis has summarized the Vietnam-Laos relationship through various periods: (1) The period of national liberation struggle from the late 19th century to 1975; (2) The period of recovery and healing war wounds from 1975 to before 1986; (3) The period of renovation from 1986 to the present. The thesis has analyzed the achievements in consolidating and developing the Vietnam-Laos relationship in the new conditions, such as the political-diplomatic relationship between the two countries continuing to maintain and develop at a higher level; defense and security cooperation and foreign affairs continuing to make new progress, being an important pillar in the relationship between the two countries; building and gradually perfecting the legal framework for agencies, organizations and individuals to carry out economic activities between the two countries in accordance with the socialist-oriented market economy model; Cooperation in the fields of culture, education, training, and healthcare has expanded in both scale and form; cooperation at the macro, local, and people-to-people diplomatic levels has become an effective form of cooperation. Besides that, the thesis also points out some limitations in consolidating and developing the Vietnam-Laos relationship in the new context, such as difficulties in maintaining political-diplomatic, defense-security, and economic relations; an imbalance exists in economic relations between investment flows from Laos to Vietnam and investment flows from Vietnam to Laos; and cooperation and exchange in the fields of culture, education, and healthcare lack synchronization and uniformity.
Thirdly, the thesis analyzed the requirements for consolidating and developing Vietnam-Laos relations in the new conditions and proposed several solutions to further consolidate and develop Vietnam-Laos relations in the new conditions, including: (1) Strengthening propaganda and education for cadres, party members and people of the two countries, especially the younger generation, on the necessity and important role of continuing to consolidate and develop Vietnam-Laos relations in the new conditions; (2) Improving the effectiveness of foreign affairs work of the two Parties, two States and people-to-people diplomacy; (3) Improving the effectiveness of comprehensive cooperation in all fields of social life between the two countries; (4) Proactively identifying and resolutely fighting against all conspiracies and schemes of hostile forces aiming to divide the special solidarity relationship between Vietnam and Laos in the new conditions; (5) Enhance revolutionary vigilance, regularly exchange information on the situation, and promptly coordinate forces to prevent and overcome subversive plots and schemes that divide the solidarity between Vietnam and Laos.

This thesis can serve as a reference for studying, researching, and teaching related courses at military and non-military academies and schools that train Lao officers, trainees, and students; it can also serve as a reference in propaganda and education work to raise awareness among officers and trainees in schools about the characteristics and situation of Vietnam-Laos relations and the necessity of strengthening and consolidating Vietnam-Laos relations in the current new conditions.

Firstly, the thesis has contributed to clarifying the basis and characteristics of the Vietnam - Laos relationship; Analyze the content of strengthening and developing the relationship between Vietnam and Laos in new conditions in the fields of politics - diplomacy, defense - security, economics - culture, education - training, science - technology, pointing out the role of consolidating and developing the relationship between Vietnam and Laos in new conditions including the foreign policies of the two countries; ideology, goals and national interests, achievements over 37 years of innovation of the two countries and the world and regional situation.
