Thesis "Policy to improve technological capacity of radio and television systems (case study of Binh Giang district, Hai Duong province)”, has built a theoretical basis for policies to improve technological capacity in general and broadcasting and broadcasting technology capacity in particular; Based on the analysis and assessment of the current status of policies to improve broadcasting and broadcasting technology capacity, the thesis shows the weaknesses that need to be overcome in this policy. From there, the study proposes policy solutions to improve the technological capacity of the broadcasting and broadcasting system in Binh Giang district in particular and Vietnam in general in the coming time. In addition, the study also provides scientific arguments for managers and authorities at all levels in policy making.

The thesis “Policy to improve the technological capacity of radio system (case study in Binh Giang district, Hai Duong province) has developed a theoretical bases for policies to improve the technological capability in general and the radio technology in particular. By analyzing and assessing the current status, the thesis shows the need to overcome weaknesses in the policy. Since then the researcher has proposed the policy solutions to improve the technological capacity of radio system, specially in Binh Giang district and a broader scope is Vietnam in the near future. Besides, the study also provides the scientific foundation for the managements and all levels of government in policy making.
