This thesis provides an overview of the economic, cultural, social, and health development of the district before 2008, while also summarizing each stage of the New Rural Development process from 2008 to 2014 through reports and directives from various conferences and congresses of the District Party Committee. In particular, it delves into the study and analysis of two exemplary communes that successfully implemented New Rural Development during this period: Tieu Dong and Boi Cau.

This thesis summarizes the significant achievements made during the period of building new rural areas in Binh Luc district (Ha Nam province) from 2008 to 2014 in all areas of economy, politics, culture - society, education - health. At the same time, the thesis also draws profound lessons to be applied in practice in the later stages of completing the national target program for building new rural areas by 2020.

11. Practical applications:

Lessons learned regarding the organization of planning and implementation of new rural development in communes within the district were obtained through surveys and studies of two exemplary communes, Tieu Dong and Boi Cau. Communes registering to complete the criteria in the next phase will avoid the limitations and mistakes identified previously.

The results of the New Rural Development program have given Binh Luc district a new face, a new space, and new people – socialist people building the country's industrialization and modernization.

12. Future research directions:

We can continue to explore the process by which the District Party Committee led the construction of New Rural Areas up to 2020, in accordance with the plans and directives of the Central Committee and the Ha Nam Provincial Party Committee. In particular, we can also learn more about the process of building New Rural Areas in other communes within the district. Then, we can compare and evaluate the level of completion of the 19 national criteria for each commune. Lessons learned can then be drawn for other communes to implement New Rural Area construction in the subsequent stages.
