Chapter 1. Organization and operation of the People's Council and People's Committee Office at the district level.
Based on the Law on Organization of Local Government in 2015 and other documents of the People's Committee of Hanoi City and the People's Committee of Thanh Tri District, this document clarifies the functions, tasks, powers, and organizational structure of the People's Committee of Thanh Tri District and the Office of the People's Council and People's Committee of Thanh Tri District.
Chapter 1 provides the basis for surveying and evaluating the effectiveness of the District People's Council and People's Committee Office in the following chapters of this thesis.
Chapter 2. Survey of the current operational status of the Office of the People's Council and People's Committee of Thanh Tri District
In this chapter, I focus on surveying and describing the current state of operations of the Office of the District People's Council and People's Committee, including the implementation of its functions, duties, and powers. From this, I will provide an assessment of the strengths, weaknesses, and causes of difficulties in the Office's operations.
Chapter 3. Some solutions to improve the operational efficiency of the Office of the People's Council and People's Committee of Thanh Tri District.
Based on the content assessed in Chapter 2, in the final chapter, the author proposes several solutions to improve the operational efficiency of the Office of the People's Council and People's Committee of Thanh Tri District.
11. Practical applications:
This thesis provides readers with an objective perspective and assessment of the role and responsibilities of the Office of the People's Council and People's Committee of Thanh Tri District in particular, and offices in other agencies in general, in fulfilling the functions and tasks of the Office of the People's Council and People's Committee at the district level. From research, surveys, and evaluations of the activities of the People's Council and People's Committee Office of Thanh Tri District, we can see the effectiveness of its operations in fulfilling its functions and tasks, meeting the requirements of "Improving the governance capacity of all levels of government in Hanoi in the context of the 4.0 industrial revolution." This provides direction for research on solutions to improve the efficiency of the state apparatus and administrative reform; encouraging officials, civil servants, and employees not only in Thanh Tri District but also in Hanoi to improve and maximize their capabilities, clearly understand their responsibilities, and fulfill their assigned tasks well, contributing to building strong agencies and units.
