Summary of the thesis results: The thesis systematizes concepts related to new rural areas, rural development, the policies and viewpoints of the Party and State, and the process of rural development in Hanoi. It clarifies the role of the press in disseminating the policies and guidelines of the Party and State in general and the process of rural development in particular. Based on a survey of the current state of Hanoi Moi newspaper, the thesis assesses the current state of methods, content, forms, and issues related to the dissemination of information on rural development, thereby drawing conclusions about successes, limitations, and the causes of those successes and limitations. It identifies basic directions and solutions to improve the quality of information and communication on rural development issues in Hanoi Moi newspaper.

Practical Application: This thesis provides some content on building "agriculture, farmers, and rural areas" according to Resolution No. 26-NQ/TW of the Seventh Central Committee Meeting (10th term), the National Target Program for New Rural Development giai đoạn 2021-2025 on "Promoting the effective implementation of the National Target Program for New Rural Development associated with restructuring the agricultural sector and developing the rural economy, improving the material and spiritual lives of farmers in the period 2021-2025". Through research, it proposes solutions to improve the quality of propaganda on new rural development, contributing to promoting and improving the quality of propaganda on new rural development in Hanoi. The analyses and explanations of the successes and limitations of new rural development will contribute to improving the professional knowledge of journalists, especially journalists in the field of agriculture and rural areas. Furthermore, this thesis serves as a foundational reference document, applicable to the dissemination of information and propaganda regarding issues related to the construction and development of new rural areas.
