Hanoi is one of the key tourist areas of the country, concentrating a large number of travel businesses, especially international travel. Since 2015, the Department of Tourism, the state management agency for tourism, has completed its organizational structure, acting as a specialized agency to assist the Hanoi People's Committee in performing well the function of specialized state management of tourism, enhancing the effectiveness and efficiency of state management of travel business and tour guiding activities, strictly handling organizations and individuals who violate the law in travel business and tour guiding activities. However, state management of tourism still has many shortcomings and limitations that need to be resolved, focusing on two main issues: Development policies are still slow compared to development practices and lack of human resources and management staff. Faced with these conditions and realities, the thesis proposes practical solutions to promote the role of local state management agencies through the Department of Tourism, to make tourism a spearhead economic sector.
