After reviewing relevant research and conducting practical research, the author has set two main objectives for this study. Firstly, the thesis clarifies what public service ethics is and its importance and content for key grassroots officials today. Secondly, the thesis analyzes the current state of public service ethics among key grassroots officials and proposes key solutions to improve public service ethics for key grassroots officials in Bac Kan province.

This study contributes to improving public service ethics for key grassroots officials in Bac Kan province, meeting the requirements of reform in the current period, and provides additional scientific and practical arguments to assist key grassroots officials in Bac Kan province in building public service ethics for officials in the area.

After studying the research related to the topic, through research study from the practical. The author sets out two main tasks to study the topic. First, the thesis clarifies what is the ethics of the civil service and the importance and content of civil service ethics for key cadres at the grassroots level. Secondly, the thesis analyzes the ethical situation of the officials of the groundswells level, thus introducing the main solutions to improve the morality of officials of the groundswells level in Bac Kan province.
