Professional training programs for civil servants and public employees are a crucial element in the human resource development of the State Bank of Vietnam. With the goal of surveying and evaluating professional training programs to propose solutions for improving their quality, this thesis focuses on several key areas, including:

- Systematizing the general theoretical foundations of training programs. Based on these general theories of training programs, the thesis focuses on surveying several professional training programs for civil servants and public employees, thereby drawing conclusions about the successes and limitations of professional training programs at the State Bank of Vietnam.

- Based on general assessments of professional training programs, this thesis provides some objective evaluations of these programs and proposes feasible solutions to make professional training programs for civil servants and employees of the State Bank of Vietnam increasingly effective and high-quality.

11. Practical applications:

Based on a survey and evaluation of professional training programs currently being implemented at the State Bank of Vietnam, this thesis proposes several solutions that the training department at the State Bank of Vietnam can research and apply in practice in the future.

Professional training programs for civil servants, state employees have been seen an important factor of training human resources at State Bank of Vietnam. With the goal of assessing professional training programs in order to propose solutions to improve the quality of professional training programs, the thesis has focused on some main contents such as:

- Systemize theoretical and general arguments about training programs from which the thesis focuses on surveying two professional training programs for civil servants, state employees. As a result, success and limitation of professional training programs at State Bank of Vietnam can be learned from.

- Based on assessments of professional training programs, the thesis gives out some objective evaluation of professional training programs, then proposes some feasible solutions to improve quality and effectiveness of professional training programs for civil servants, state employees and workers at State Bank of Vietnam.

On the basis of surveying and assessing professional training programs which are being implemented at State Bank of Vietnam, the thesis proposes some feasible solutions that Training Division at State Bank of Vietnam can study, practice and apply in the very near future.
