The thesis consists of 3 chapters:
Chapter 1: Theoretical Foundations
The author presents the relevant concept and importance of performance appraisal. This is a crucial human resource management activity that is always present in all organizations. Performance appraisal is not only a responsibility and benefit for both the organization and the employee, but also a stage where leaders and employees together review their performance, compare set goals with achieved results, and develop subsequent action plans. Leaders need to set clear evaluation standards and have a transparent and open implementation process. In addition, they should focus on employee development, helping employees improve their work skills and cultivate professional knowledge. Performance appraisal is an opportunity to demonstrate individual capabilities to leadership, and a chance to receive feedback and criticism for better development. A positive attitude towards learning will help individuals grow in their careers and lives.
Chapter 2: Current Status of Job Performance Evaluation at Ninh Binh Provincial Obstetrics and Pediatrics Hospital
Performance evaluation at Ninh Binh Provincial Obstetrics and Pediatrics Hospital has achieved certain successes. The results of performance evaluations help medical staff understand their level of work completion, assisting hospital leadership in making personnel decisions such as training and development, appointments, salaries, rewards, disciplinary actions, and other benefits. However, performance evaluation at the hospital still has some limitations, and the evaluation process is no longer suitable for current requirements. This is due to a lack of understanding of performance evaluation among hospital leadership and employees, a lack of specialized human resource knowledge in performance evaluation by evaluators, and finally, a egalitarian mindset in state administration.
Chapter 3: Solutions to improve the quality of performance evaluation at Ninh Binh Provincial Obstetrics and Pediatrics Hospital: raising awareness among hospital leaders and medical staff about the effects and importance of performance evaluation in the organization and professionalization of the workforce. Most importantly, building evaluation processes based on science, using evaluation standards according to the ASK model and KPI indicators to quantify standards to bring about accurate and objective performance evaluation results.

Chapter 1: Rationale

Leaders need to set clear evaluation criteria, have clear and overt procedures of implementation. In addition, they are interested in developing employees, helping them improve their ability to work, improve their knowledge. Performance appraisal is the opportunity of the staffs to demonstrate their personal competence to the leaders, the opportunity to acknowledge suggestions and criticism for better development. Positive attitude will help individuals grow more in career and life.
Chapter 2: The situation of performance appraisal activity at Ninh Binh Obstetrics And Pediatrics Hospital
The performance appraisal activity at Ninh Binh Obstetrics And Pediatrics Hospital has achieved certain achievements. The results of performance appraisal activity helps medical workers know the level of completion of their work, helps Hospital leaders make human resource decisions such as: training and development, appointment, salary, bonus, discipline, other benefits .... However, the performance appraisal activity at the hospital still has some limitations, the evaluation process is no longer suitable for the actual requirements. The first reason is the perception of hospital leaders and workers about performance appraisal. The second reason comes from the lack of specialized knowledge in performance evaluation of evaluators. The final reason is the thought leveling off in the public administration.
