The thesis consists of 3 chapters:

Chapter 1: Theoretical basis

The author presents the relevant concept and importance of performance appraisal. This is an important human resource management activity and always exists in all organizations. Performance appraisal is not only the responsibility and right of the organization and employees, but also the stage where leaders and employees look back at their performance, compare the set goals and the results achieved, and from there have a plan for the next action. Leaders need to set clear evaluation standards, have a public and transparent implementation process. In addition, pay attention to employee development, help employees improve their working ability, and cultivate professional knowledge. Performance appraisal is an opportunity to demonstrate personal capacity to leaders, an opportunity to listen to comments and criticism for better development. A positive attitude will help individuals grow more mature in their careers and lives.

Chapter 2: Current status of job performance evaluation at Ninh Binh Provincial Maternity and Pediatrics Hospital

The work performance evaluation at Ninh Binh Province Obstetrics and Pediatrics Hospital has achieved certain achievements. The results of the work performance evaluation help medical staff know the level of completion of their work, helping the hospital leaders make personnel decisions such as: training and development, appointment, salary, reward, discipline, other benefits.... However, the work performance evaluation at the hospital still has some limitations, the evaluation process is no longer suitable for actual requirements. The reason is due to the awareness of work performance evaluation from the Hospital's Board of Directors and employees. The second reason comes from the lack of specialized knowledge of human resources in the work performance evaluation of the evaluator, and finally the leveling idea in the state administrative thinking.

Chapter 3: Solutions to improve the quality of performance evaluation at Ninh Binh Provincial Maternity and Pediatrics Hospital: raise awareness for hospital leaders and medical staff about the effects and importance of performance evaluation in the organization, and specialize the staff. Most importantly, build evaluation processes on a scientific basis, use evaluation criteria according to the ASK model and KPI index to quantify the criteria to bring accurate and objective performance evaluation results.

Chapter 1: Rationale

Performance appraisal is not only the responsibility and interests of the organization and its employees, but also the stage in which leaders and staffs review their performance, compare the goals and achievements, in order to make next action plan. Leaders need to set clear evaluation criteria, have clear and overt procedures of implementation. In addition, they are interested in developing employees, helping them improve their ability to work, improve their knowledge. Performance appraisal is the opportunity of the staffs to demonstrate their personal competence to the leaders, the opportunity to acknowledge suggestions and criticism for better development. Positive attitude will help individuals grow more in career and life.

Chapter 2: The situation of performance evaluation activity at Ninh Binh Obstetrics And Pediatrics Hospital

The performance appraisal activity at Ninh Binh Obstetrics And Pediatrics Hospital has achieved certain achievements. The results of performance appraisal activity helps medical workers know the level of completion of their work, helps Hospital leaders make human resource decisions such as: training and development, appointment, salary, bonus, discipline, other benefits .... However, the performance appraisal activity at the hospital still has some limitations, the evaluation process is no longer suitable for the actual requirements. The first reason is the perception of hospital leaders and workers about performance appraisal. The second reason comes from the lack of specialized knowledge in performance evaluation of evaluators. The final reason is the thought leveling off in the public administration.

Chapter 3: Measures to improve the quality of performance appraisal activity at Ninh Binh Obstetrics And Pediatrics Hospital: raising awareness of hospital leaders and medical workers about the effectiveness and importance of appraisal performance activity in the organization, specializing in personnel. The most important is to develop a scientifically-based evaluation process, using ASK model and KPI in performance evaluation activity at Ninh Binh Obstetrics And Pediatrics Hospital.
