10. Summary of the thesis results:
This thesis clarifies current regulations and the reality of violations of state regulations on archival work at the provincial level, and the necessity of establishing administrative sanctions for these violations. Based on research and reference to forms and measures of administrative sanctions for acts in other sectors and fields that are related to violations of state archival regulations, the author proposes the application of several acts and measures of administrative sanctions for violations in archival work. This serves as a basis for the State Archives and Records Administration to improve the quality of its guidance and inspection of archival work at the local level; and at the same time, advise the competent authority to issue regulations on administrative sanctions for violations in archival work.
Chapter 1: Overview of Vietnamese State Regulations on Sanctions for Administrative Violations
Chapter 1 clarifies several concepts related to administration, administrative violations, and administrative penalties. It also clarifies current general regulations on administrative penalties in the Law on Handling Administrative Violations. This serves as a foundation for identifying administrative violations and imposing administrative penalties in archival work, as discussed in the following chapter.
Chapter 2: Administrative violations in archival work
Chapter 2 examines and analyzes several common violations of state regulations on archival work, such as: violations of regulations regarding the deadline for submitting files and documents to the institutional and historical archives; violations of regulations regarding storage facilities and equipment for document preservation; violations of regulations regarding the destruction of documents that have lost their value; and violations of regulations regarding the reporting and statistical regime for archival work. Additionally, the author also refers to regulations in several other countries on this matter. The violations identified in this chapter will serve as the basis for determining the form and level of penalties for each specific violation in Chapter 3.
Chapter 3. Research on the application of administrative sanctions in archival work.
Based on the general provisions in Chapter 1, the administrative violations in archival work in Chapter 2, and research on the forms and measures of administrative penalties for violations in other sectors and fields that are related to or have similarities with violations of regulations in archival work, the author proposes forms, measures, and authority for imposing administrative penalties for some typical and common violations in archival work. From this, the author also proposes some recommendations for state management agencies on archives at the central and local levels, and for local agencies and organizations, to further develop archival work in the locality.

The research findings of this project can serve as a reference for competent state agencies in developing regulations on administrative penalties for violations in archival work.

Continue to investigate and research violations and advise the State Archives and Records Administration on applying administrative sanctions for violations in archival work.

10. Summary of the thesis:
The thesis clarifies current state regulations on archives and situation of violations at provincial level and demand on setting up administrative sanctions. On the basis of studying types and measures of administrative sanctions in other related fields, the author proposes to apply some measures of administrative sanctions in archival work. This will be a foundation for the State Records and Archives Department of Vietnam to enhance instruction and inspection of archives profession at local level and consult authorized agency in promulgating legal documents on administrative sanctions in archives.
Chapter 1: Overview on state regulations on administrative sanctions
In Chapter 1, the author focuses on clarifying some definitions referring to administration, administrative violation and administrative sanction. The author also clarifies general regulation dealing with administrative sanctions available in the Act of Administrative Sanction. This is foundation for identifying administrative violations and conducting administrative sanction in following chapters.
Chapter 2: Forms of administrative violations in archives
In Chapter 2, the author focuses on some popular forms of violations in archives. In addition, the author also studies forms of administrative violations and administrative sanctions in other countries. The administrative violations introduced by the author is a basic to define details of administrative sanctions in Chapter 3.
Chapter 3: Research to apply administrative sanctions in archives
Based on general regulations in Chapter 1, forms of administrative violations archives in Chapter 2 and studying administrative violations and sanctions in other relating agencies, the author suggests forms, measures and authorization for administrative sanctions applied in some popular violations in archives. The author also makes some proposals to the central and local state-management organizations in archives to enhance archives work at local level.
11. Practical applicability:
Result of the thesis can be used as a reference for the authorized agencies in establishing legal documents prescribing administrative sanctions in archives.
12. Further research directions:
Further study all types of administrative violations and administrative sanctions and consult the State Record and Archives Department of Vietnam in applying administrative approval in archieves.
