This thesis has contributed to clarifying some basic theoretical issues of information resource development in information and library activities, such as clarifying the concept of information resources and information resource development; the role of information resources and information resource development; the principles of information resource development; factors affecting information resource development; researching the current state of information resource development, the characteristics of information resources, and providing comments and assessments on the current state of information resources as well as information resource development activities at the Information and Library Center of Thai Nguyen University of Education. Based on the research of theoretical and practical foundations, the thesis has proposed several solutions to enhance information resource development to best meet the information needs of users at Thai Nguyen University of Education.

The research findings of this thesis can be applied to the development of information resources at the Information and Library Center of Thai Nguyen University of Education, both currently and in the future.

11. Summary of the findings of the thesis:
This thesis is aimed to clarify the theoretical background of the development of information resources in the library and information science such asthe concept of information resources and its development, the role of information resources and the activity of information resources development as well as the principle of and a source of factors affecting this activity. More especially, the study also attempts to figure out various features of information resources and the current situation of the information resources development at the Library and Information Center of Thai Nguyen University of Education. Finally, some feasible solutions and recommendations will be revealed based on the theoretical and practical background in order to improve the information resources development as well as to meet the need of users at Thai Nguyen University of Education.
